The AC pointed out the insufficient quality of planning for health care expenditures

According to auditors, the problem with unspent funds for state assignments in the Ministry of Health is systemic: since 2020, the volume of such balances has almost tripled, which indicates insufficient justification for calculating standard costs and low quality of planning. At the same time, the department's revenues in 2024 amounted to 56.2 billion rubles, which is 2.5 times higher than the forecast. Expenditures were executed by 98.3%, the largest share of which fell on the "Healthcare" section (98.1%), and the lowest level of cash execution was recorded in the "General Government Issues" section - 96.3%. The funds of the reserve fund were mainly directed to the grant to the "Circle of Good" foundation (74.4%), as well as to interbudget transfers to the regions (7.5%).
Under the state program "Healthcare Development", 10 out of 13 indicators were met in 2024. However, the target values for mortality from neoplasms and life expectancy (LE) were not achieved. At the same time, in October 2024, the Ministry of Health presented a draft amendment to the program: it was proposed to expand the target guidelines for LE - from 78 years by 2030 to 81 years by 2036.
The auditors paid special attention to capital construction of specialized facilities. In 2024, the Ministry of Health commissioned 9 of 23 planned facilities, including five whose commissioning deadlines were missed back in 2023. In addition, one facility was commissioned, scheduled for 2026. As of January 1, 2025, the Ministry of Health and its subordinate state institutions had 24 unfinished construction projects on their balance sheets, and budgetary and autonomous institutions had another 102.
At the A.N. Bakulev NMIC SSC, the attention of the joint venture was drawn to a cyclotron worth 78 million rubles, purchased back in 2016 and still not put into operation. The equipment has been stored in a warehouse all this time due to the lack of premises for installation, which, according to auditors, increases the risk of its actual unsuitability.
In Roszdravnadzor, the Accounts Chamber found violations during the renovation of a building that has the status of a cultural heritage site. The work was paid for despite the fact that the contractor did not have the necessary license, and sanctions for violating the terms of the contract were not applied.
In Rospotrebnadzor, internal audit checks were actually carried out by a division subordinate to the service's management, which violated the principle of independence of checks. The violations were eliminated during the control event, but the Accounts Chamber demanded that the regulations be brought into compliance with federal standards by May 2025. In addition, within the framework of the agreement with the Federal Budgetary Scientific Institution Vector, during the reconstruction of the facility in the Novosibirsk Region, no measures were taken to return the unearned advance payment of over 509 million rubles to the federal budget; only about 5.3 million rubles were received from this amount.
Federal authorities continue to increase funding for healthcare: in June, Russian President Vladimir Putin approved amendments to the 2025 budget, providing for an increase in specialized expenditures by more than 28 billion rubles. A significant portion of the funds is allocated to providing medication to the wards of the Circle of Good foundation, purchasing vaccines, building medical facilities, and conducting neonatal screening.
