Kamchatka completes construction of regional hospital worth almost 14 billion rubles

According to Solodov, with the opening of the hospital, residents will receive high-tech medical care without leaving the region. About 700 units of medical equipment have been purchased and installed for the facility.
The construction of the facility, designed for 450 beds and 50 visits per shift, began in 2011. At that time, the cost of building the hospital was estimated at 8.3–8.5 billion rubles. In 2014, a contract for the construction of the buildings was signed with Kamchatzhilstroy OJSC, but the legal entity was later declared bankrupt. Two years later, a second contract was signed with Master LLC. A third contract for 628 million rubles was signed with Gask in May 2017, which was also later declared insolvent. Over these three years, it was only possible to pour the foundation and erect the skeleton of the hospital.
Due to a series of unsuccessful attempts to build the facility, a concession option was considered with the company Kamchatka Medinvest (a subsidiary of the Rostec State Corporation). The contract stated that the investment payment could amount to 14.6 billion rubles. But later they decided to abandon the idea.
In April 2021, the Russian Government allocated 6.9 billion rubles from the federal budget to complete the hospital. Crocus International JSC became the contractor, and the Federal Center for Construction Supervision, which is under the jurisdiction of the Russian Ministry of Construction, was appointed as the authorized body to supervise the construction of the first stage of the facility.
Kamchatka Krai received another targeted tranche of 1.4 billion rubles from the federal budget at the end of 2022. The funds were intended to complete the first stage of construction of the medical facility. In June 2023, the government allocated an additional 2.3 billion rubles to the project.
In early January 2024, the hospital buildings' commissioning schedule was shifted by a year - the end of 2024 was indicated as the date. At the same time, the contract with Crocus International JSC was extended. Later, the federal government allocated another tranche of 2.2 billion rubles to complete the construction of the facility.
In May 2024, another 925 million rubles from the Russian Government's reserve fund were allocated to complete the construction of the Kamchatka Regional Hospital building. During a meeting with his deputies, Prime Minister Mikhail Mishustin instructed Deputy Prime Minister Marat Khusnullin to "strictly monitor the progress of the work." At that time, it was planned that the construction of engineering infrastructure facilities, a medical diagnostic and clinical building would be completed by the end of 2024.
At the same time, it became known that the depreciation of the buildings of the Kamchatka Regional Hospital named after A.S. Lukashevsky – nine buildings built in the 1950s–70s – at that time exceeded 70%.
