#1 Vademecum expands its scope of activities – our team supported the Ministry of Energy of the Russian Federation and the Ministry of Energy of the Moscow Region in organizing and holding the first Interregional Energy Forum with international participation “Solutions for a New Technological Order”, which took place on September 10, 2025 in Krasnogorsk, Moscow Region. The venue of the Government House of the Moscow Region brought together 350 delegates – top managers of energy companies, scientists, heads of specialized universities and technical schools from Moscow, Krasnodar Region, Belgorod, Kaluga, Kemerovo, Murmansk, Tula and Yaroslavl Regions, as well as representative delegations from China and the Republic of Belarus.
#2 Roszdravnadzor intends to automate the receipt of data on the operation of medical AI systems. Information on the frequency of use of such devices, failures and deviations in their use should be transmitted by developers of AI technologies. In particular, monitoring will cover systems for supporting medical decision-making, which help in detecting pathologies, forming preliminary diagnoses and sorting target information.
International agenda
In 2025, foreign pharmaceutical companies announced massive layoffs: more than 170 market operators will fire thousands of employees during restructuring and cost optimization. The largest layoffs affected Novo Nordisk - the company will part with 9 thousand employees, as well as Merck & Co, where 6 thousand employees will be subject to optimization. Clinical guidelines
A draft of clinical guidelines on contraception prepared by the Russian Society of Obstetricians and Gynecologists was presented at a seminar in Sochi. The regulations should become the basis for standardizing the selection and monitoring of contraceptive use. The draft systematizes modern methods, specifies diagnostic examinations before prescribing drugs, and records features for women in special clinical situations – during perimenopause, obesity, and lactation.

The Russian Ministry of Health has developed a draft regulation governing the control over the circulation of biomedical cell products. The document transfers the system to an extended risk model, leaving scheduled inspections only for high-risk facilities, and partially digitalizes supervision: inspections and visits can be carried out remotely through the Inspector application.

• The Ministry of Economic Development of the Russian Federation has developed a draft government resolution on uniform rules for the provision of accommodation services, which also affects sanatoriums. Among other things, the department proposes to include in the accommodation rules the concept of forced refusal of services with an exhaustive list of valid reasons (illness, emergency situations, mobilization) and the procedure for refunding money (including non-refundable bookings). According to the regulator's calculations, the total amount of expenses for one sanatorium per year will be 110.8 thousand rubles. If approved, the document will come into force on March 1, 2026 and will be valid until the same date in 2032.
• The Azimut Hotels chain is investing 5 billion rubles in the construction of a five-star health resort in Belokurikha (Altai Krai). The project initiator's planned return on investment period is between 10 and 12 years. The opening of the 20,000 sq. m. sanatorium is scheduled for 2027. The health resort will include a 220-bed hotel and a medical and health building.
Criminal cases
• The Simonovsky District Court of Moscow terminated proceedings against the co-owner of the pharmaceutical distributor Godovalov and the Apteka ot Sklada chain Nikolai Shavrin due to the expiration of the statute of limitations. The entrepreneur was charged with tax evasion committed by a group of persons by prior conspiracy on an especially large scale (subparagraphs "a", "b" of Part 2 of Article 199 of the Criminal Code of the Russian Federation). The second defendant in the case is the co-owner of the companies - Andrei Godovalov, who is outside the Russian Federation and is on the international wanted list. The investigation believed that from January 1, 2017 to March 25, 2019, the accused evaded paying taxes and insurance premiums totaling more than 418 million rubles.
• The materials of the criminal case under Part 4 of Article 160 of the Criminal Code of the Russian Federation (embezzlement, i.e. theft of someone else's property entrusted to the guilty party, committed by a person using his official position, on an especially large scale) against the former rector of the Northern State Medical University Lyubov Gorbatova have been sent to the Lomonosovsky District Court of Arkhangelsk for consideration on the merits. The Arkhangelsk Region Prosecutor's Office claims that Gorbatova could have used the university's funds to pay for the services of a lawyer for assistance in a previously initiated criminal case. The university has already filed a civil claim for recovery of damages from Gorbatova. By the court's decision, the defendant's property has been seized.
