The regulator will establish uniform rules for placement in sanatoriums

According to a document published for public discussion, the regulator proposes making it possible to use biometrics and information from the MAX messenger when checking into a sanatorium. The measure will also apply to foreign citizens.
The agency also proposes to create an expanded list of mandatory information, which will include a unique number in the classification register, a link to the entry, category, and booking conditions. The information must also be displayed in the contract.
The Ministry of Economic Development considers it necessary to establish the obligation to provide an alternative room if it is impossible to accommodate the client in the booked room, the rules for calculating the fee for early check-in, as well as check-in/check-out times with a difference of no more than three hours.
It is proposed to include in the rules for the provision of services of accommodation facilities the concept of forced refusal with an exhaustive list of valid reasons (illness, emergency situations, mobilization) and the procedure for refunding funds (including in the case of non-refundable bookings).
According to the calculations of the Ministry of Economic Development, the total amount of expenses for one year for one sanatorium will be 110.8 thousand rubles.
The explanatory note notes that the adoption of the draft resolution will contribute to the protection of consumer rights in the sphere of accommodation services, improve the quality of service in this sphere by establishing clear rules and responsibilities for providers, and reduce the number of complaints and claims from consumers.
In May 2025, the Russian Ministry of Health adjusted the Procedure for organizing spa treatment. The new order, which replaced the regulations approved in 2016, shortened the list of items for equipping such institutions. The order has already entered into force and will be valid until September 1, 2031.
