The Russian Ministry of Industry and Trade has prepared a draft government resolution approving the procedure for issuing a document recording the stages of pharmaceutical manufacturing in the EAEU. The document will specify the stages of the process depending on the type of pharmaceutical substance or drug. Applications can be submitted through the State Services portal, and the document will be valid for three years. Application review may be suspended for up to 15 business days, and if technical errors are found in the attached files, the application will be returned without review. If approved, the resolution will come into force on January 1, 2026.
On October 1 , two medical teams were awarded Russian Government Prizes in Education. The awards were given for creating a multi-level training system for physicians in in-demand specialties and developing original educational and methodological programs on effective teaching methods for innovative technologies in emergency neurosurgery. Each team will receive 2 million rubles.
Pharmaceutical business
The Moscow Arbitration Court partially upheld the claim of the distributor MIK against the American company Vertex Pharmaceuticals and Rospatent. The Russian company sought a compulsory extension of the license agreement concluded between MIK and Vertex based on the ruling of the Ninth Arbitration Court of Appeal from September 2023. At that time, the distributor was granted the right to use 10 of the pharmaceutical company's 12 patents for the cystic fibrosis drug Trikafta (ivacaftor + tezacaftor + elexacaftor and ivacaftor). MIK also demanded that Rospatent be required to register the amendment to the agreement's terms. The court upheld the portion of the claim concerning the amendment to the agreement's terms and ordered the parties to extend its term until the expiration date of Vertex's patents. The court rejected the claims against Rospatent.
Medical devices market
Gloreka-Pharma's initiative to establish a medical device manufacturing facility in Dmitrov, worth 284.5 million rubles, has been added to the Moscow Region's register of regional investment projects. The facility will manufacture medical devices for aesthetic and clinical medicine. The company plans to produce 521,600 units per year. Adding the project to the register will allow the company to reduce its profit tax rate from 25% to 10%. The facility will be completely exempt from property tax for the first four years after its commissioning.
Career
• The Russian government has ordered the dismissal of Natalia Khorova from her post as Deputy Minister of Health at her request. The decision was made in connection with her appointment as a Federation Council senator representing the Jewish Autonomous Region. Khorova had served as Deputy Minister of Health since 2014. Her successor has not been announced.
• Sverdlovsk Region Governor Denis Pasler has reappointed Tatyana Savinova to the position of Deputy Governor and Head of the Regional Ministry of Health. Savinova assumed this position in April 2025, and the reappointment is linked to Pasler's inauguration following his election as regional governor in September. Concurrent with Pasler's inauguration, the entire Sverdlovsk Region government resigned but continued to perform its duties. The regional governor then began rebuilding his team, and some officials, including Savinova, retained their positions. Local media reported this, but official documents regarding the appointments have not yet been published.
Criminal cases
The Leninsky District Court of Cheboksary (Chuvash Republic) will hear a criminal case against 22 unnamed defendants accused of medical fraud. Law enforcement officials believe that the group members established private clinics in eight Russian regions between 2015 and 2019, where they initially examined patients for free, allegedly diagnosed illnesses, and then offered expensive treatments. The clinics' names have not been officially released, but footage from a video released by the Chuvash Republic Prosecutor's Office suggests they may be Med Clinic. Investigators estimate the total amount of funds stolen at over 132 million rubles, and the number of victims at nearly 1,200.
Artificial intelligence
An international team of scientists has presented the DT-GPT artificial intelligence model, which creates "digital twins" of patients and predicts their condition using medical records.
