Droppers will be prohibited from transferring more than 100 thousand rubles per month

Since May 15, the Central Bank has been introducing strict restrictions on transfers for citizens who are included in the register of persons making suspicious transactions. However, getting on this blacklist — that is, becoming a dropper from the regulator’s point of view — can in some cases be done by accident. The Central Bank has given recommendations on how to avoid this
The Central Bank will introduce a limit on transfers for droppers of 100 thousand rubles per month from May 15. The list of such persons is compiled by the regulator itself, and those who are not on it will not be affected by the innovation.
The Central Bank collects all information about fraud attempts and cases from banks, as well as relevant data from law enforcement agencies, in its register. If a person gets into this database, any transfers between individuals in excess of 100 thousand rubles will be limited. That is, he will not be able to transfer more either between his accounts or to other people.
If information about a person is included in the Central Bank register by law enforcement, then such a citizen will definitely have his card blocked and access to online banking closed. If we are talking about droppers, there are no questions. And it seems that the limit on transfers is even somehow too humane. If people knowingly give their card to fraudsters, they can be suspected of complicity. But you can get into the register by accident, says Pavel Samiev, CEO of the analytical agency "BusinessDrom":
Pavel Samiev CEO of the analytical agency "BusinessDrom" Droppers are very often people who may not even fully understand what chain they are participating in, what scheme. Secondly, sometimes it happens that the dropper gets into this story by accident, he was drawn into it by various mechanisms. It happens that, say, "we accidentally transferred you some erroneous amount, transfer it further there, sorry that this happened." And the person became a dropper because of this. The criteria that are used for the bank to include such dubious transactions in the database are frequent and unclear transfers, large amounts, obvious provision of your account and your card for third-party transactions, and so on. That is, in principle, to get into this database, you need to try, probably
The citizen under suspicion will be given limits on transfers, but will be given the opportunity to explain the oddities in his financial behavior. And if the explanations satisfy the bank, the restrictions will be lifted. In the meantime, the citizen will be able to continue living his usual life, continues Banki.ru analyst Eryaniya Bochkina:

To minimize the risks of being included in the database of suspected droppers, the Central Bank recommends:
- do not share your card with other people;
- do not use the card for transfers, including at an ATM at the request of third parties;
- do not provide anyone with access to online banking;
- Do not transfer money that you have received by mistake to anyone - it is better to contact your bank and report this transfer.
In general, experts evaluate this measure positively. It will not interfere with the lives of most law-abiding citizens, and fraudsters will simply not need a real dropper with a limit of 100 thousand rubles per month - and they will have to come up with something new.
