'From the city we have to the city we want' – 15 CDU measures for Lisbon

No amount of propaganda or media hype can hide the reality: from urban disarray to environmental degradation, from chaotic traffic to dirty streets, from neglect of public spaces to deteriorating facilities, from a lack of direction in culture to the poverty of sports policy, the results of the PSD/CDS/Moedas administration are distressing. The fact that the administration ended its term shamelessly using public funds for personal and partisan promotion is a fitting epilogue to its actions over these four years.
In truth, whether due to what Moedas did or what he did before Moedas, demonstrating shared structural choices, reality also doesn't justify the PS's absolution of responsibility. Moedas has no reason to complain: all management instruments were approved, without conditions being imposed—budgets, major plan options, tax decisions, urban planning permits. In practice and in essence, he had the absolute majority he lacked at the polls, secured by the PS councilors.
Having arrived here, let us look to the future.
Due to its experience, its project, its knowledge of the city, and the work it has done in opposition – critical, attentive, constructive – the CDU is a guarantee of the implementation of necessary transformations in Lisbon.
Today we are announcing fifteen measures that will be part of the program we will soon present to the city:
1. Mobilization of 5,000 affordable homes, through direct municipal promotion, acquisitions by right of first refusal, inclusive zoning with concessions in new urban operations, non-speculative construction solutions, such as cooperatives, public-public and public-community partnerships;
2. Reduction of tourist pressure, with suspension of the approval of new hotels as a provisional rule until the PDM is revised.
3. Creation of a Local Economy Support Program to promote a local economic base;
4. 'Lisbon for Children' program, ensuring cross-cutting intervention: adaptation of public spaces, increased security; traffic calming measures; dedicated school transport service; encouraging participation in city life;
5. Paving plans, for the requalification and systematic maintenance of pavements, and for improving public lighting;
6. More cleanliness, better urban hygiene. Increased resources and their integrated management; redistribution of responsibilities between the city council and parish councils;
7. Implement a network of public restrooms, improving the hygiene and health of public spaces;
8. Doubling the average annual investment in Carris since municipalization, ensuring a general overhaul of the network, increased frequency, more buses and trams, fleet renewal and adaptation, more schedules, more routes, and faster and more reliable travel; End of the Metro circular line and creation of a loop line; Advances in soft mobility.
9. Creation of a network of Community Centers, with mixed functions and uses, including facilities to support the community, collectives, spaces for social interaction, citizenship, culture, leisure and recreation.
10. Strengthening the green infrastructure: a green space within a 10-minute walk or 300 meters of each citizen; increasing tree cover (new alignment trees, densification of existing ones, renaturalization of impermeable spaces);
11. End of night flights, reduction of traffic and preparation for the definitive deactivation of Humberto Delgado Airport;
12. 'Culture on the outskirts' – Plan for the expansion of cultural facilities and the creation of local Cultural Action Offices, expanding the conditions for cultural creation and enjoyment in the city; Program for the enhancement of municipal libraries;
13. A program to renovate schools requiring renovation and create conditions for regular maintenance of the school facilities; ensure public management of school cafeterias with a substantial improvement in the quality of meals (ending current supply contracts with companies); Free-time programs for children and young people during school breaks;
14. Creation of the Sports Pass, with affordable access to guided or free sports activities at municipal facilities.
15. Assessment of options for outsourcing services and progressively internalizing services that the City Council can carry out with guaranteed quality and saving resources, valuing the municipality's workers.
