Mac and cheese, mocotó jelly, straightener and depilatory cream: Seap updates products in prison 'custody baskets'

The model was implemented in 2023, after the closure of private canteens — closed amid allegations of overbilling and losses to the public treasury — and works exclusively with suppliers contracted via bidding.

Among the food items now authorized are French bread (up to 6 pieces per inmate), cheddar-flavored mac and cheese, frozen lasagna, bacon-parmesan fettucine, microwave popcorn, and calf's foot jelly. Other processed products such as hamburger buns, cookies, margarine, processed cheese, and even flaked ice have also been authorized.

The resolution also provides that lawyers representing prisoners will be able to access the service, as long as their registration is linked to their OAB card.

Products are scanned, invoices checked, and custody checked before reaching inmates. The rule prohibits items such as grain bread and brown sugar.

Another requirement is that the value of purchases does not exceed two minimum wages per week, regardless of the number of registered visitors.

According to SEAP, Rio de Janeiro is a pioneer in this model, which has already caught the attention of states such as Piauí, Santa Catarina and Minas Gerais, which are considering adopting the same system.
