A breakthrough tender for the A2 motorway. This has never happened before

- GDDKiA is looking for a contractor to build another section of the A2 motorway, between the Biała Podlaska junction and the Kiev region.
- This is the first tender that takes into account the assumptions of the judgment of the Court of Justice of the European Union (CJEU) of 22 October 2024.
- The CJEU judgment gives contracting authorities the ability to decide, among other things, not to admit offers submitted by contractors from outside the EU to the tender.
The General Directorate for National Roads and Motorways has announced a tender for the design and construction of a 16-kilometer section of the A2 motorway in the Lublin province. The contractor's task will be to develop a technical and implementation design, obtain the necessary decisions and build a section of the A2 motorway between the Biała Podlaska junction and the Kijowiec area.
The new route will have two carriageways with two lanes and a reserve for the construction of a third lane. The contract will include the construction of engineering structures, roads to service local traffic, lighting and road drainage. Pedestrians and cyclists will be able to use new sidewalks and bike paths. The road will be equipped with environmental protection and road safety devices - we read.
The deadline for submitting offers is 16 June 2025.
This is the first tender announced by GDDKiA that takes into account the assumptions of the judgment of the Court of Justice of the European Union (CJEU) of 22 October 2024.
The CJEU judgment gives individual contracting authorities the opportunity to decide, among other things, not to admit to the tender offers submitted by contractors with their registered office in a country other than:
- Member State of the European Union,
- a state party to the WTO Government Procurement Agreement (GPA),
- a country that is a party to a bilateral or regional agreement concluded by the European Union in the field of public procurement,
- this also applies to consortium members and so-called resource providers.
GDDKiA reminds that out of the four sections between Siedlce and Biała Podlaska, three are under construction, and for the Swory-Biała Podlaska project there is already a decision on an occupancy permit.
The advancement on each section varies and is as follows:
- Siedlce South – Malinowiec: 73 percent
- Malinowiec – Łukowisko: 60 percent
- Łukowisko – Swory: 63 percent
Work is also underway to extend the A2 from Biała Podlaska to Dobryń, with a total length of over 25 km. In addition to the tender procedure just announced for the section from Biała Podlaska to Kiev, a tender procedure is underway for the design and construction of the 9.3 km long Kiev-Dobryń section. At the same time, these tasks are in the process of obtaining a ZRID decision.
