Comptroller's Office warns of mismanagement of royalty resources

After receiving several citizen complaints of alleged mismanagement, the Comptroller General's Office (CGR) reported 52 fiscal findings totaling $223 billion and six audit benefits totaling $12.146 billion. This alert was issued regarding over 106 projects financed with royalty funds, located in the Caribbean region.

According to information from the CGR (General Directorate of Public Prosecutions), the department with the largest number of fiscal findings was La Guajira, with nine projects worth $69 billion; followed by Sucre with four worth $56 billion; Bolívar with 12 initiatives worth $26 billion; Cesar with 12 worth $24 billion; and Atlántico with one worth $23 billion.

In the breakdown by sector, the largest fiscal gains are as follows: transportation at $76 billion, housing and land at $70 billion, health at $25 billion, sports and recreation at $23 billion, and agriculture and development at $16 billion.

What were the Comptroller's findings?

Thus, the largest fiscal finding is for $33 billion, in the project called "Construction of Rural Housing on Own Site" in Fonseca, in the department of La Guajira. Recommended: Early termination of Canal del Dique contract would cost $434 billion.

Another major project is the concrete paving of the El Portón – La Y de los Arrastres road in Mojana Sucreña. This project yielded a $30 billion tax award for the construction of just 5 of the planned 17 kilometers.

There is also another one in the department of Sucre. Twenty-seven mobile units were purchased there, which were supposed to travel throughout the department's municipalities to provide psychological consultations and support drug prevention, but there is no evidence of these services or vehicle travel. Another of the most high-profile cases is the fiscal finding of $23 billion in the Tubará-Guaymaral-Paluato Highway Improvement Project in the department of Atlántico, due to construction, quality, and planning deficiencies.
