The City Council's two Stakhanovs are: in alphabetical order, Federico Bottelli and Alessandro Giungi , both of the Democratic Party, both with 241 attendances out of 241 meetings of the Palazzo Marino assembly from October 21, 2021 – the first meeting of the council, the second for Mayor Giuseppe Sala – to last September 29. Attendance is one hundred percent. Bottelli, however, leads Giungi in attendance at votes in the chamber: 99.07% (3,422 out of 3,454) to 90.59% (3,129). Also on the podium, in third place among the Stakhanovites is another Democratic councilor, Roberta Osculati, who was present at 99.17% of the meetings (239 out of 241) and 81.44% of the votes (2,813 out of 3,454).

Mayor Giuseppe Sala, however, has the lowest attendance rate, or rather, absences, at 30.71% of City Council meetings and just 7.90% of votes cast. However, as is well known, the mayor has numerous commitments , both public and otherwise, which often coincide with municipal assembly meetings. This is a partial justification for his numerous absences. Sala, however, is present at the most important votes. For example, the one on the night between September 29th and 30th, regarding the sale of the San Siro stadium to AC Milan and Inter Milan , who are planning a new stadium in the area and the redevelopment of the Meazza stadium.
Among those least present in the Council, aside from the mayor, are the names of politicians with dual roles , that is, those who are not elected only at Palazzo Marino. Gianluca Comazzi , regional councilor for Territory and municipal councilor for FI, was present at only 92 of 241 sessions (38.17%) and voted only 71 times (2.06%); Silvia Sardone , MEP and municipal councilor for the League, stopped at 46.47% of attendance (112 of 241 sessions) and 15.08% of votes; Manfredi Palmeri, regional group leader of the Lista Moratti and municipal group leader of the Bernardo list, did not exceed 60.58% of attendance (146 of 241 sessions) and 23.65% of votes (817 of 3,454); Giulia Pastorella, MP for Azione and leader of the Riformisti group at Palazzo Marino, achieved 67.63% of attendance (163 sessions out of 241) and 39.29% of votes (1,357 out of 3,454).
Aside from politicians with dual roles, the percentages for FI councilor Deborah Giovanati—53.53% attendance and 34.34% voting—and for Democratic Party member Angelica Vasile—62.66% attendance and 36.57% voting—were also less than encouraging, though both were excused by a series of absences.
Among the group leaders in the City Council, aside from the aforementioned Pastorella and Palmeri, in the center-left majority, Democrat Beatrice Uguccioni achieved 84.65% of the vote (204 out of 241 sessions) and 69.89% of the votes cast (2,414 out of 3,454); Green Tommaso Gorini achieved 95.44% of the vote (230 out of 241) and 84.77% of the votes cast (2,928 out of 3,454); Marco Fumagalli (Sala list) achieved 83.82% of the vote (202 out of 241) and 56.08% of the votes cast (1,937 out of 3,454); Enrico Fedrighini (Mixed group) 98.34% attendance (237 out of 241) and 90.59% votes (3,129 out of 3,454). In the front Of the centre-right opposition, however, the leader of the Lega party, Alessandro Verri, achieved 93.78% of the turnout (226 out of 241) and 66.53% of the votes cast (2,298 out of 3,454); Riccardo Truppo of FdI achieved 91.10% of the turnout (221 out of 241) and 44.30% of the votes cast (1,530 out of 3,454); Luca Bernardo, the FI group leader and former center-right mayoral candidate in 2021, had 76.76% of the voter turnout (185 out of 241) and 33.06% of the voter turnout (1,142 out of 3,454), while Mariangela Padalino of Noi Moderati had 93.85% of the voter turnout (122 out of 130) and 67.95% of the voter turnout (1,357 out of 3,454). The final note concerns City Council President Elena Buscemi, who was present at 97.93% of the meetings (236 out of 241) and 80.49% of the voter turnout (2,780 out of 3,454).
