Army: how to increase the defense budget?

Emmanuel Macron wants France to double its armament effort. In five years, 413 billion euros have been allocated to French Defense. This budget has just undergone a record increase of 118 billion euros compared to the previous budget. However, this only represents 2.1% of France's GDP. To increase to 5%, according to the wishes of the President of the Republic, hundreds of billions of euros more would have to be found.
This figure is huge, but the needs are considerable, according to the Minister of the Armed Forces. 20 to 30 more Rafales and 3 additional frigates would be needed. To achieve this, several options are being considered: Emmanuel Macron has launched the idea of a major loan at the European level. Another idea: to appeal to household savings from taxpayers who would like to finance the military effort.
However, massively increasing the military budget is a delicate choice. It could lead to budget cuts in other sectors.
