The regulator will update the standards for equipping inpatient rehabilitation departments

For example, according to the draft, the standard of equipment for the inpatient medical rehabilitation department for adults with central nervous system disorders will change. The Ministry of Health intends to expand the range of medical products by including a mattress system with adjustable pressure, an anti-decubitus system with an inflatable cushion with adjustable pressure, and wheelchairs with an electric motor with electronic and manual steering. It is also proposed to increase the number of names of orthoses for the shoulder/elbow, for the hand, for the knee/ankle/foot, defibrillators, including including in the range a system for monitoring physiological parameters with the ability to perform defibrillation.
It is also proposed to make a number of adjustments to the standard of equipping the inpatient department of medical rehabilitation of adults with impaired peripheral nervous system and musculoskeletal system function. For example, the authors of the project propose equipping the office of the ergorehabilitation specialist with virtual rehabilitation systems with and without passive support, a number of rehabilitation simulators for fingers and hands and for long-term passive development of the hands/wrist joint.
To equip the inpatient medical rehabilitation facility for patients with somatic diseases, it is proposed to increase the number of outpatient recorders/analyzers for long-term electrocardiographic monitoring from four to eight positions. It is also planned to include in the standard an ultrasound imaging system for the cardiovascular system and an ultrasound non-invasive system for examining blood vessels.
It is proposed to equip the office of a physical rehabilitation specialist with a large number of massagers for physiotherapy: instead of one position in the current nomenclature, introduce 14. It is proposed to change the standard for equipping a physiotherapy room by adding a psychocognitive electromagnetic stimulator, an electromechanical system for extracorporeal shock wave therapy for orthopedics, a short-wave diathermy therapy system, and others at a rate of at least one position per department.
The list of other equipment in the project includes cabinets for storing medical records.
The documentation attached to the project indicates that at present the number of regulatory entities is 2,860 medical organizations with the profile of “medical rehabilitation”, of which 279 are federal medical organizations, 1,804 are state-owned and 777 are private.
In July 2024, the Russian Government approved the Rules for developing a plan of activities for the transition period (i.e. in accordance with the standards) for the provision of comprehensive rehabilitation and habilitation of disabled people by specialized organizations of the constituent entities of the Russian Federation. According to the document, plans will be drawn up for the period up to January 1, 2030 and will include the rehabilitation infrastructure of the constituent entity, a list of activities to ensure the transition period, and other items. The resolution will come into force on March 1, 2025.
The government also approved sample requirements for the activities of rehabilitation organizations. For example, the status of a rehabilitation organization can be obtained by companies regardless of their form of ownership and departmental affiliation. The main requirement for an organization to receive such status is the fact that they provide assistance in one or several separate areas of comprehensive rehabilitation and habilitation of disabled people in accordance with the standards for their provision.
