The Ministry of Health intends to postpone the transition of medical records to electronic form again

If approved, the order will come into force on August 31, 2025. It is proposed to make changes to order No. 90n of February 18, 2022 "On approval of the form, procedure for reporting, accounting and issuing personal medical books to employees, including in the form of an electronic document."
According to the explanatory note to the draft, the document was developed “with the aim of preserving transitional provisions on the possibility of issuing and maintaining previously issued personal medical records on paper on forms and in the format that were used before the entry into force of this order.”
A medical book, according to order No. 90n, is generated through the state services portal after the employee has passed a medical examination. Such a document is required for employees working with children and water, in the areas of public catering, consumer services and for a number of other professions. For medical workers, a different procedure for medical examinations applies and such a document is not mandatory.
Initially, the Russian Ministry of Health planned to completely abandon the physical medical record by September 1, 2023, then the deadline was extended until September 1, 2024. In August 2024, it became known that the transition to the electronic version of the document is planned for September 1, 2025.
