NPOs will be able to receive government support when carrying out rehabilitation activities

Adjustments are made to Article 31.1 of No. 7-FZ “On Non-Commercial Organizations” dated January 12, 1996.
The authors of the bill also proposed that state authorities and local government bodies provide support to NPOs when carrying out activities in the area of social and labor adaptation and professional retraining of combat veterans.
The explanatory note states that currently, various types of support are implemented in the activities of NPOs, such as recovery after injuries, rehabilitation, provision of psychological assistance to demobilized participants of the Special Military District and their family members, and other activities. However, when implementing the listed types of activities, NPOs are limited in receiving the support measures provided for them, in particular, property and financial.
In April 2025, the Ministry of Economic Development developed a draft resolution of the Government of the Russian Federation with updated Rules for the provision of federal property to NPOs for ownership or use. The agency intends to reduce the list of information that an organization must provide when filling out an application for the lease of non-residential premises or gratuitous use. The initiative is currently undergoing an independent anti-corruption assessment.
