#1 The Russian Ministry of Finance presented preliminary data on the execution of federal budget expenditures for the implementation of new national projects as of July 1, 2025, six months after their launch. The national project "Long and Active Life", which replaced the Healthcare project, has been executed by 49.1% (182.8 billion rubles) - 370 billion rubles have been allocated for its implementation in 2025. In 2019, six months after the implementation of the Healthcare project, the execution level was 54.5% (87.36 billion rubles). At that time, annual funding was 160.3 billion rubles. In 2025, the highest level of budget execution was recorded for the federal projects “Combating Hepatitis C and Minimizing the Risks of Spreading this Disease” – 88.6% (3.986 billion rubles) – and “Medical Rehabilitation Optimal for Restoring Health” – 70.7% (13.6 billion rubles).
#2 The State Duma has adopted in the third reading a bill that regulates the possibility of transferring free of charge, in the form of humanitarian aid, medicines and medical products (except for alcohol-containing ones), as well as dietary supplements and other goods to those in need. The decision applies to products confiscated through the courts due to the lack of labeling. The changes, as indicated by the developer of the project (the Ministry of Industry and Trade of the Russian Federation), are aimed at creating legal certainty for highly demanded consumer goods and the possibility of their further use by the state.

The State Duma adopted the draft law "On Certain Issues of Regulating the Platform Economy in the Russian Federation" in the first reading. At the same time, a companion draft law passed its first reading - on bringing other legal acts into line with the proposed federal law. By July 13, 2025, the developers of the documents must submit the amendments announced during the discussion. In particular, the deputies proposed "balancing the approach to the responsibility of the parties" - marketplace operators and their partner sellers.
Prospects
Generium has received permission to conduct phase I clinical trials of GNR-104 with the active ingredient asfotase alpha. According to data from the State Register of Medicines, it is planned to conduct an open comparative randomized crossover clinical trial of the safety, pharmacokinetics and pharmacodynamics of GNR-104 and Strenzik from the American Alexion (a division of AstraZeneca) with the same INN. The latter drug is currently the only registered drug in Russia with asfotase alpha, used as long-term enzyme replacement therapy for patients with childhood-onset hypophosphatasia. In 2024, the Federal Center for Prevention and Prevention of Diseases of the Ministry of Health of the Russian Federation and regional departments announced 47 tenders for the supply of the drug with a total value of more than 6.2 billion rubles.
