Sebrae Entrepreneurial City Hall Award encourages creative solutions in municipal management

Recognizing innovative municipal management initiatives capable of strengthening the development of small businesses is the goal of the Sebrae Entrepreneurial City Hall Award (PSPE). Registration for the 13th edition of the Sebrae Entrepreneurial City Hall Award began on August 6th, and each state has its own calendar; check the website . Mayors of all Brazilian municipalities, as well as regional administrators from the Federal District and Fernando de Noronha, Pernambuco, are eligible to participate.
With over 20 years of history and 14,000 projects registered in the last 12 editions, PSPE encourages the continuation of municipal projects capable of positively impacting the creation and development of small businesses. This is the case of the city of Brotas (SP), national winner of the last edition (2023-2024), in the Tourism and Territorial Identity category, with the project “Brotas Smart Tourism: Adventure all year round!”.
With concrete results, the municipal administration was recognized for transforming its tourism potential into a development opportunity. For every R$1 invested, the municipality generates R$1.75 in return, according to Umberto Battocchio, who at the time served as Brotas's director-general of inspection.
He says the PSPE demonstrated the value of planning, listening to the community, and investing in partnerships, such as the one with Sebrae. "More than a trophy, the award confirmed that we are right to work with planning, innovation, and commitment to local progress. In Brotas, the award encouraged us to go further and served as a seal of quality for our work," he added.
Tourism all year round
The project in the São Paulo municipality allowed for the control of tourist traffic, aided planning, and ensured greater safety, sustainability, and local opportunities. According to Umberto, this made it possible to reduce seasonality and ensure year-round activity in the city, supported by an active tourism calendar and well-defined strategies. "We created a voucher system that secured significant resources for the Municipal Tourism Fund and helped combat informality," he commented.
In the last edition of the PSPE (2023-2024), more than 2,500 projects were registered. The Southeast region had the highest number of registrations, with 748 entries. . In addition to organizing the awards, Sebrae partners with city governments and public administration through the Entrepreneurial City program and the Entrepreneurial Territories strategy.
New edition of PSPE
The 13th edition of the award, which takes place every two years, was launched nationally, in Brasília (DF), on July 23.
PSPE 2025 takes place in two stages: State – from August 2025 to April 2026 – and National – May 2026 . The details of the Award, such as the categories and other criteria for participation, are in the regulations, available on the website .
