82 PLN per month. New rules and controversy. Nurses want tax relief or exemptions.

Since April, the Supreme Chamber of Nurses and Midwives has standardized the membership fee for the self-government. Currently, it is 1% of the average national salary for the previous year. In 2025, it will be 82 PLN per month. Previously, the fee varied depending on the form of employment. In the case of an employment contract, it was 1% of base salary.

The new contribution – independent of salary – has sparked a wave of criticism on social media. A parliamentary question has been submitted to the Minister of Health on this matter. Nurses and midwives of retirement age who still work part-time are opposed to the standardization of the fee . They point out that despite earning several hundred złoty, they are required to pay the full contribution like other full-time employees.

The Committee of Retired Nurses and Midwives has filed a protest with the Podkarpackie Regional Chamber of Nurses and Midwives. The nurses are requesting a reduction or exemption from paying membership dues, among other reasons:

• low income,
• acquisition of pension rights,
• work on reduced part-time jobs,
• long-term sick leave,
• parental leave.

The regional chamber refers nurses to the "headquarters" because only the National Congress of Nurses and Midwives can change the current regulation if it receives the vote of a majority of delegates.

In response to an interpellation, Deputy Minister of Health Jerzy Szafranowicz explains that membership in a local government is obligatory, which results in the need to pay contributions .

"The Act on the Self-Government of Nurses and Midwives stipulates that members of the self-government are nurses and midwives who have been certified or granted the right to practice their profession and are entered in the register. Nurses and midwives cease to be members of the self-government on the date they are removed from the aforementioned register," explains Deputy Minister Szafranowicz.

- At the same time, I would like to inform you that the Ministry of Health is not conducting any work on the amount of the membership fee for nurses and midwives, as this matter falls within the statutory scope of powers of the professional self-government - he adds.

When we asked the president of the Supreme Council of Nurses and Midwives, Mariola Łodzińska , in June about the wave of criticism regarding the new method of calculating the fee for local government, she admitted that "the fee is always a very hot topic, but according to the regulations, the National Congress has the right to change it."

"Not the Łódź Council, not the Supreme Council of Nurses and Midwives. It was a congress where almost 400 people voted. Of course, not everyone was in favor, but the majority decided to standardize the contribution. When the contribution increases, it generates opposition. We saw this with doctors, when it was increased by 100% from 60 PLN to 120 PLN. There were also critical voices," the president told us.

"My colleagues who are still working and retired can fully enjoy the rights and privileges offered by the student government. They can access social assistance, conference subsidies, insurance, access to the virtual reading room, and much more, yet they paid a significantly lower fee. This was not proportional to the fees paid by other student government members. Therefore, the Congress made the decision and voted on changes to standardize the rules. I understand that not everyone may like this, but there will be another Congress, a reporting and election one, and that can always be changed," explained Łodzińska.
