PLN 1,000 per month regardless of income. Government changes rules

- The government has introduced changes to the PLN 1,000 monthly parental benefit.
- Some parents may receive money for much longer.
- We explain in detail the changes introduced by the government to parental benefit.
As we wrote in WNP, parental benefit is due to people who take care of a child, but due to their professional situation they are not entitled to maternity allowance or maternity emolument.
The parental benefit is PLN 1,000 per month regardless of income. This form of support can be used by, among others:
- unemployed people,
- students,
- persons employed under a civil law contract who do not pay sickness insurance contributions.
Parental benefit is available to:
- the mother or father of the child;
- the child’s actual guardian (i.e. the person who actually takes care of the child and has filed an application with the family court for the adoption of the child) in the case of taking care of the child up to the age of 14;
- a foster family (except for a professional foster family) in the case of taking care of a child up to the age of 7, and if the child has a postponed school attendance, then until the age of 10;
- the person who adopted the child, in the case of taking care of the child up to the age of 14.
PLN 1,000 per month is due to the child’s father in the following situations:
- when the child’s mother submits an application to shorten the period of receiving parental benefit after it has been used for at least 14 weeks from the date of the child’s birth;
- in the event of the death of the child's mother;
- in the case of abandonment of a child by its mother.
As of March 19, changes to the benefits received by parents of premature babies have come into effect. Depending on the week of pregnancy and the child's birth weight, the period of receiving the benefit will be extended:
- in the case of children born before the 28th week of pregnancy or weighing less than 1000 g, the benefit will be extended by one week for each week the child stays in hospital, up to a maximum of 15 weeks after birth;
- for babies born between the 28th and 37th week of pregnancy and weighing more than 1,000 g, the benefit will be extended by one week for each week of hospital stay, up to a maximum of 8 weeks after birth;
- in the case of children born after the 37th week of pregnancy, if hospitalisation lasts at least 2 days between the 5th and 28th day after delivery, the benefit will be extended by one week for each week of hospital stay;
- the extension period is confirmed on the basis of a certificate issued by the hospital where the child stayed
An application to establish the right to parental benefit and the necessary documents should be submitted to the city, commune, district office or social welfare centre.
- The application can also be submitted online via the Emp@tia or ePuap platforms.
- The application must be accompanied by a copy of the child’s birth certificate, a declaration of not receiving maternity benefit and other documents confirming that the conditions are met.
The right to parental benefit is established from the month of the child's birth or adoption.
