CEO Contenedores and Promotora Ambiental de La Laguna (PASA) met 87 of the 100 criteria established in the public bidding rules for the municipal cleaning service, which allowed for the review of their financial proposal to begin this Thursday.

During a session held at City Hall, the sealed envelope containing the proposal was opened in the presence of representatives from the Municipal Treasury and Comptroller's Office, as well as council members and members of the Concessions Committee.

The Director of Public Services, Fernando Villarreal Cuéllar, explained that over the next week, the companies will be verified as having submitted all the supporting documentation required to accompany their financial proposals.

He explained that the document must include details of the investment the companies will make to provide the service, which, according to the City Council's approval, would range between 900 and 1 billion pesos.

It also includes rates per ton of garbage collected and monthly billing for the service provided to the Municipality.

Villarreal Cuéllar emphasized that, unlike the current contract—which includes an annual review of invoiced amounts—the new contract, which will come into effect in April 2026, will establish quarterly reviews.

Although the formula for calculating the contract cost will maintain the same components—such as the fuel price increase and the National Consumer Price Index (INPC)—the goal is to achieve a reduction based on greater service efficiency.

According to the deadlines established in the bidding process, the decision will be announced next Friday, October 24.

THE LANDFILL WILL BE TRANSFORMED INTO CARS

The participating companies presented two potential sites for what will cease to be called a sanitary landfill and instead become a Solid Waste Utilization Center (CARS). The options are located in both the municipalities of Matamoros and Torreón.

The Director of Public Services explained that the CARS concept incorporates the principles of the circular economy, so it will not just be a space for burying waste, but a comprehensive waste management center.

"Under this concept, it won't just be a place to bury trash, but a starting point for promoting the circular economy," Villarreal said.

The official explained that the CARS will include processes such as waste separation, the use of tires and biogas for energy generation, as well as the treatment of sludge and leachate.

He added that approximately 50 percent of the waste generated in Torreón, about 300 tons per day, is organic waste, which could be used to produce fuel.
