How sector 2 developed among specialist doctors

There are the difficulties of access to care that we experience because we struggle to find a dermatologist, a gynecologist, an ophthalmologist in our area... And there are others, less visible, linked to the prices displayed by a practitioner - "excess fees", according to the consecrated expression - which sometimes force us to go elsewhere.
THE sector 2, or this area of "pricing freedom" in which doctors can set the price of their consultations beyond the conventional, so-called "opposable" rate, serving as the basis for Social Security reimbursements, has become, for some patients, a reason for giving up care. To the point that some observers of the health world are borrowing the expression "invisible medical deserts" to name it.
The annual report "Charges and Income" of the Health Insurance , published in June, shed light on the phenomenon, and it is a strong acceleration in the development of sector 2 which has appeared in recent years. In 2024, the total amount of excess fees reached 4.5 billion euros, compared to 3.5 billion five years earlier and 3.2 billion in 2014.
