The Axel Kicillof administration denied the creation of a new tax in the province of Buenos Aires . The Buenos Aires Tax Revenue Agency ( ARBA ) clarified that, starting October 1, virtual wallets will only begin acting as withholding agents for the Gross Income Tax. This measure will apply only to taxpayers already registered under that regime. The clarification was issued after what the agency described as an "electoral disinformation campaign" following the elections.
"We've made it crystal clear: there is no new tax in the Province," ARBA stated on social media. The explanation sought to quell rumors that had caused confusion among users and merchants.

The agency, which reports to Axel Kicillof, emphasized that the new regulations do not affect ordinary users. Customers who use virtual wallets for personal expenses, transfers, or payment of services will not be subject to withholdings if they are not registered with the Gross Income Tax Office.
However, merchants, self-employed individuals, and professionals who already pay gross income tax in the province will be affected. For them, digital wallets will begin withholding a percentage of credits, in the same way as banks.
ARBA explained that the measure seeks to "organize the system and ensure fairness." Until now, taxpayers were subject to withholdings if they operated with a bank, but not if they did so with an online wallet. Starting in October, the treatment will be the same for both cases.
"If you are a IIBB taxpayer, the treatment will be the same as if you were doing business with a bank, as is the case with Cuenta DNI," the agency stated.
The province of Buenos Aires thus joins 19 other jurisdictions that already apply a similar scheme to equalize the tax burden on digital transactions. In this way, the provincial government seeks to unify criteria and avoid imbalances between different payment methods.
