4. Terms and conditions to participate in the tender, requested documents, and criteria to be applied during the qualification assessment: 4.1. In order to participate in the tender, bidders must declare the following documents, qualification criteria, and information on non-price elements within the scope of their e-bids. 4.1.2. Information showing that they are authorized to submit an offer 4.1.2.1. In legal entities; information on the officials under the management of the bidders and, if relevant, on the partners and partnership rates (excluding shares offered to the public)/members/founders shall be obtained by the administration from EKAP. 4.1.3. Tender letter, the form and content of which are specified in the Administrative Specifications. 4.1.4. Temporary guarantee, the form and content of which are specified in the Administrative Specifications. 4.1.5 Subcontractors may be employed in the work subject to the tender with the approval of the administration. However, the entire work cannot be performed by subcontractors. 4.1.6 If the document submitted by the legal entity to demonstrate work experience belongs to the partner who owns more than half of the shares of the legal entity, a document issued by the trade registry offices or a certified public accountant or an independent accountant financial advisor within the chamber of commerce and industry/chamber of commerce after the date of the first announcement and showing that this condition has been maintained without interruption for the last one year from the date of issue.

5. The most economically advantageous offer will be determined solely on the basis of price. 6. Only domestic bidders can participate in the tender. 7. The tender document can be viewed free of charge on EKAP. However, those who will bid for the tender are required to download the tender document from EKAP using e-signature. 8. After the bids are prepared electronically on EKAP, they will be signed with e-signature and sent via EKAP together with the e-key related to the bid until the tender date and time. 9. Bidders will submit their bids in the form of a unit price bid based on the total price found by multiplying the quantity of each work item with the unit prices offered for these work items. As a result of the tender, a unit price contract will be signed with the bidder to whom the tender was made. 10. In this tender, a bid will be submitted for the entire work. 11. Bidders will submit a temporary guarantee in an amount determined by themselves, not less than 3% of the bid price. 12. There will be no electronic reduction in this tender. 13. The validity period of the submitted offers is 60 (Sixty) calendar days from the date of the tender. 14. Consortiums cannot submit offers for the tender. 15. Other matters:
