Speaking at the park opening, Küçükçekmece Mayor Kemal Çebi said, "We are opening our Zero Waste Park, not just a green space in our Tevfik Bey neighborhood, but a key component of our sustainable city vision. While this beautiful space, which carries the name of our daughter Serap Eser, brings a brand new face to our district, I commemorate Serap Eser, who lost her life in a treacherous terrorist attack in the prime of her life. I hope this park will bring forth the springs she missed, the hopes for the future of the thousands of children who play here, and her name will live on forever in this park. Every detail in this park is the product of recycling, hard work, and environmental awareness. Since taking office, we have brought 28 new parks to our district in the six years and renovated 28 more. With these efforts, we have increased the amount of green space per capita in Küçükçekmece, prioritizing urban aesthetics, urban prestige, and our goal of a city in harmony with nature. I hope this park will be a blessing for our district and I extend my heartfelt gratitude to all my colleagues who contributed to its construction."

Serap Eser's older brother, Ümit Eser, attended the opening ceremony with her mother, Ayşe Eser, father, Zübeyir Eser, and aunt, Hanım Yıldırım. In his speech, Serap Eser's older brother, Ümit Eser, said, "My sister, Serap Eser, was a martyr of education. She was attacked on her way back from a private teaching institution and was martyred. We thank Mayor Kemal Çebi for his efforts to keep her name alive and hope she will not be forgotten."

After Mayor Çebi presented the Quran to the Eser family, the park was opened together.
