Born in Rize in 1968, Fatin Rüştü Karakaş graduated from Marmara University, Faculty of Economics and Administrative Sciences, Department of Finance.

Having earned his master's degree in Money and Banking from Istanbul University, Fatin Rüştü Karakaş started his career as an Assistant Inspector on the Board of Inspectors at Şekerbank in 1992, where he assumed various roles until January 2013.

Fatin Rüştü Karakaş served as the Secretary General of Şekerbank TAŞ. Personnel Supplementary Social Security and Assistance Fund Foundation from January to November 2013, and was appointed as Şekerbank TAŞ. Deputy General Manager in November 2013.
