The Ministry of Health intends to amend the Regulation on state control of quality and safety of medical activities

According to the draft, an on-site inspection can be carried out remotely using video conferencing and a special application called "Inspector". If it is not possible to use this connection, the inspector will be required to take photos and videos through the application. The current regulations do not provide for such a measure.
In addition, the regulator proposed adding a new section to the regulation, "Good faith of controlled entities," which will be aimed at stimulating institutions to comply with Roszdravnadzor requirements. Thus, an application for an assessment of a controlled entity's compliance with the good faith criteria will be considered by the supervisory authority within 30 days. The results will be posted on the official website. If the institution meets all the criteria, the risk category of the controlled entity will be reduced by one category as an incentive. Roszdravnadzor will make a decision on the application of measures to stimulate the good faith of controlled entities within five working days from the date of posting the information on the official website.
The Ministry of Healthcare also proposed adjusting the frequency of inspections. Thus, an inspection visit and an on-site inspection will have to be conducted at least once, but not more than twice a year (currently once a calendar year and once every two years, respectively). In addition to informing, summarizing law enforcement practices, issuing warnings, consulting, and a preventive visit, Roszdravnadzor will be able to conduct such preventive measures as measures to stimulate conscientiousness and order self-examination of supervised persons.
According to the draft, planned supervisory activities are not carried out in relation to objects of state control classified as significant, medium, moderate and low risk. Currently, the measure concerns only objects classified as low risk.
After the inspection, the institution has the right to send an objection to Roszdravnadzor. Currently, there are two options for filing an objection: the first is in paper form by mail, the second is in the form of an electronic document to the email address specified in the warning. The agency proposed changing the second method to filing an objection electronically through the public services portal.
Currently, a complaint from a controlled person about an inspection is subject to review within 20 working days from the date of its registration. The Ministry of Health proposes to reduce the period to 15 working days. The draft resolution also states that "a complaint from a controlled person about the decision to classify controlled objects into the relevant risk category is reviewed within no more than five working days."
The Inspector mobile application, specified in the draft resolution, is gradually being introduced into other areas of control activities. Thus, in June 2025, the Government of the Russian Federation approved an updated procedure for state control (supervision) in the sphere of social services. Among the innovations is the implementation of a preventive visit via video conference or the Inspector application. Regulators also propose using the service during sanitary and epidemiological inspections of clinics and in the sphere of circulation of medicines .
