The Government has updated the Rules for Providing Medical Organizations with Vaccines under the National Vaccination Schedule

With the adoption of the document, Government Resolution No. 1688 of October 5, 2021 "On approval of the Rules for organizing the provision of medical organizations, regardless of their organizational and legal form, participating in the implementation of the territorial program of compulsory medical insurance in accordance with the legislation on compulsory medical insurance, with immunobiological drugs" became invalid.
The Russian Ministry of Health must inform its subordinate medical organizations, the Federal Medical and Biological Agency, and regional specialized departments of the planned maximum volumes of budgetary allocations for the next financial year no later than March 1. The volumes will be calculated based on the number of people planned for vaccination and revaccination, and the average volume of budgetary allocations for the past three financial years.
The regulator must also inform clinics about the possibility of sending proposals on drug purchase volumes to the Federal Center for Prevention and Response to the Diseases of the Russian Federation by April 15. Based on the applications, the federal center will send requests to determine the possibility of manufacturing and supplying drugs, as well as their cost. The information received must be sent to the Russian Ministry of Health by May 1.
For the Federal Center for the Study of the Problems of Public Administration and the Law Enforcement of the Russian Federation, the period for reviewing applications has been reduced to 10 working days. In the previous regulations, the period was set at 30 days.
One of the innovations was the point on actions to be taken when drugs are identified in the regions, the number of which provides for the need for them for less than 60 days. The Federal Center for Prevention and Prevention of Diseases must take measures "to implement the priority delivery of drugs to them by informing the relevant suppliers."
If any drug residues are found that would cover the need for them for less than 30 days and more than 120 days, the Federal Center notifies medical organizations, the Federal Medical and Biological Agency and authorized bodies of the need to redistribute them. Within seven days of receiving the notification, they are required to prepare an acceptance certificate. Financial support for the costs of transporting drugs is provided by the recipient.
The only executor of centralized procurement of immunobiological drugs for the NCPP for 2024-2025 is JSC Natsimbio. Contracts with a performance date no later than December 31, 2025 may be concluded with the company. At the same time, Natsimbio has the right to involve subcontractors and co-executors in deliveries, but is obliged to fulfill at least 10% of the value of contracts itself.
Natsimbio has been the traditional sole supplier of vaccines since 2015–2017 . This status has been extended several times: for 2018–2019 , 2020–2021 , and then for 2022–2023 .
