The court will hear a case regarding the organization of fictitious clinics in eight regions.
Depending on their role and degree of participation, the defendants are charged under Part 1 of Article 210 of the Russian Criminal Code (leading a criminal organization), Part 2 of Article 210 of the Russian Criminal Code (participation in a criminal organization), Part 4 of Article 159 of the Russian Criminal Code (fraud committed on an especially large scale), and Subparagraph "b" of Part 4 of Article 174.1 of the Russian Criminal Code (money laundering).
The clinics' names have not been officially announced, but according to footage from a video presented by the Chuvash Republic Prosecutor's Office, they may be "Med Clinic," registered in Cheboksary at 27 Yaroslavskaya Street.
Artur Grigoryev, prosecutor for the regional department for supervision of criminal procedure and operational-investigative activities, claims that patients were initially offered free examinations at the clinic—this was "repeatedly stated in advertising"—and were then allegedly diagnosed with illnesses requiring highly effective and expensive medical care. According to the prosecutor, representatives of credit institutions worked at the clinics for those who could not afford treatment out of pocket. Furthermore, the prosecutor stated that the clinics' staff included only one specialist with a medical degree.
Med Clinic did indeed advertise in local media offering "advanced full-body diagnostics absolutely free." The local portal PROgorod, among others, published the advertisement with this information in September 2018.
In May 2019, reports emerged of the arrest of 25 employees of a private clinic chain in Cheboksary. The Ministry of Internal Affairs of the Chuvash Republic reported approximately 11,000 victims of the actions of Med-Klinik LLC. The total damage was estimated at no less than 1 billion rubles.
According to Rusprofile, Med-Klinik LLC was registered in 2017 in Cheboksary. The company's founder is Yulia Yurtaeva, and Alexey Shchelchkov has been listed as the CEO since November 2018. The financial statements only present operating results for 2017: revenue amounted to 40.3 million rubles, with net profit amounting to 1 million rubles. The LLC was liquidated in September 2020.
