Putin orders to increase the period for electronic appointment with a doctor to one month

The decision is necessary for the development of the institution of general practitioners in order to increase the availability of primary health care, including in rural areas.

By the specified deadline, it is necessary to submit proposals for the introduction of a mechanism for the broad involvement of citizens and local government bodies in the implementation of national projects, determining the formats of their participation in activities, including health protection, disease prevention and medical examination of the population.

The Government of the Russian Federation has been instructed, together with the State Council commissions on "Long and Active Life" and "Family" and the executive bodies of the subjects, to analyze the effectiveness of current regional programs to increase the birth rate by December 1, 2025 and submit proposals for the adoption of additional demographic policy measures. It is necessary to work out issues of increasing the availability and effectiveness of assisted reproductive technologies, paying particular attention to regions with low birth rates.

In mid-June 2025, the Russian Government presented an updated methodology for calculating indicators to assess the performance of heads and administrations of regions. With the introduction of adjustments, KPIs will be assessed , among other things, by the number of online appointments made by citizens to see a doctor. This and other evaluation criteria were included in the outline of a new indicator - "digital maturity" of state and municipal administration, key sectors of the economy and the social sphere, including healthcare and education. It will be calculated using a special formula.
