#1 Rospotrebnadzor intends to change the Regulation on the Federal State Sanitary and Epidemiological Control, approved by the government in 2021. In particular, the regulator proposes to establish the frequency of scheduled inspections of organizations providing medical and social services and classified as extremely high risk. If the adjustments are adopted, operators will be subject to inspections twice a year. In addition, the draft regulates the frequency of preventive visits and cases of using the Inspector application in clinics and social institutions. Currently, these standards are not fixed.
#2 The Accounts Chamber of the Russian Federation analyzed the process of organizing purchases made from 2022 to 2024 for the construction of medical facilities in the regions under the national project "Healthcare". The results showed that about 70% of notices of purchases for regional needs and about 50% for municipal needs are posted in the Unified Information System only two months after the date of notification of budgetary obligations. In some cases, the posting period could reach one year. According to the relevant 44-FZ, the deadline should be no more than ten working days. The main reason for the late contracting deadlines, as noted by the auditors, was the lack of approved design and estimate documentation.

In June 2025, the Ministry of Health and the Ministry of Labor of the Russian Federation adjusted the Regulation on the Organization of Palliative Medical Care for the first time in the last six years. Experts who assessed the draft updated regulations noted chronic problems in the segment - insufficient funding in the regions, a shortage of specialists, difficulties in providing pain relief at home and supplying terminal patients with the necessary medical products. These issues were already raised in 2019, when regulators were planning a major modernization of the palliative care service, and specialized standards and targets were included in the "roadmap". Organization of medical care
The Russian Ministry of Health has approved an order to additionally equip adult health centers in clinics or based on medical prevention offices in central and district hospitals. The document with a list of equipment for identifying and correcting risk factors for the development of chronic non-communicable diseases was adopted with amendments. Thus, the project initially proposed by the department listed 15 units, while the approved one only included 7. Among other medical devices, a multi-channel electrocardiograph, a disposable mouthpiece for a breathing apparatus, and other items were excluded from the list.
Digitalization
At SPIEF-2025, the Medscan Group of Companies signed two separate agreements – with Webiomed and Sber – on cooperation in the field of AI solutions. Thus, the partnership between the Group and K-Sky (developer of the Webiomed predictive analytics platform) is aimed at creating and implementing digital medical services and processing large arrays of medical data. The result of the cooperation between Medscan and Sber should be the development of a service based on an AI agent that analyzes medical data and provides personalized recommendations to patients.
Medical products market
The Russian Government has adjusted the list of medical products that are exempt from VAT. The application of OKPD2 codes for functional and visual diagnostics, probing instruments, as well as their components and accessories has been clarified. In the case of lenses, the list of benefits includes finished and semi-finished products for corrective glasses, and in the section on technical rehabilitation equipment, compression hosiery with distributed pressure, such as stockings for patients with varicose veins, has been excluded from the item "clothing for the rehabilitation of disabled people". Amendments have been made to RF Government Resolution No. 1042, which regulates the exemption of medical products from VAT upon their import and sale.
Investments
• RDIF and UK Pervaya signed an agreement at SPIEF-2025 on investments in the amount of 1 billion rubles in the manufacturer of integrated operating rooms Medical Visual Systems (MVS). The main goal of the investment is the production of an endoscopic stand under the Russian brand TMG. In addition, the investment will allow MVS to continue developing its own ecosystem of services and applications for surgery and enter the markets of India, Kazakhstan and other BRICS countries with its products.
• The Ministry of Investment, Industry and Science of the Moscow Region, the Russian Direct Investment Fund and the Multi Milk company signed a tripartite agreement at the SPIEF 2025 on the construction of a plant for the production of dry milk formulas - breast milk substitutes - in the Mozhaisk urban district. The project is estimated at 15 billion rubles, although earlier, when the regional authorities first announced the project, the estimate was more modest - 11.2 billion.
Sankur market
The first five-star sanatorium in the city will appear in Goryachy Klyuch (Krasnodar Region). The regional authorities signed an investment agreement on the implementation of the project with LeePrime Group (a structure of AVA Group). The health resort with 120 rooms will specialize in balneology and physiotherapy. The investment amount is estimated at 5 billion rubles, and the implementation period is about 3.5 years.
Medical education
The Republic of Ingushetia plans to open a branch of the Russian University of Medicine (former MGMSU named after A.I. Evdokimov) - the Center for Postgraduate Education for Medical Personnel of Medical Organizations. The agreement on this was signed by the head of the region Makhmud-Ali Kalimatov and the rector of the medical university Oleg Yanushevich. Among the areas of training are medical rehabilitation, palliative care, traumatology and radiology.
