A medical innovation and bioengineering center will be built for the Russian Scientific Center of Surgery for 2.9 billion rubles

The Medical Innovation Center will be located in Moscow on Pogodinskaya Street. In 2025, the contractor will receive 781.4 million rubles, in 2026 - 962.232 million rubles, in 2027 - 923.272 million rubles, and 247.395 million rubles are provided for 2028. The contract is planned to be executed by June 1, 2028.
According to the technical specifications, the center will be a research and production facility for solving research and experimental production tasks in the field of omics technologies. The document notes that there are currently no facilities in Russia similar to the designed complex.
“The products planned for release in the designed building are high-tech technologies for obtaining products based on human cells, including the development of methods for quality control of biomaterials and products based on human cells, analysis of omics technologies and molecular genetic testing,” the technical specifications state.
The center's tasks include maintaining a collection of biological samples for conducting research in the main areas of scientific development that fall within the scope of scientific interests of the Russian Scientific Center of Surgery, dissemination, promotion of scientific developments, and technology transfer.
The total area of the facility will be 3.4 thousand square meters. The building will be six-story with one basement. Functionally, the center must be divided into public, production, laboratory and auxiliary zones, which will be connected to ensure full-fledged production and research activities of the scientific laboratories of the RSC.
The basement will house technical rooms and cryostorage facilities, as well as liquid nitrogen production. The contractor will equip public, administrative and production facilities on the first and second floors. Production facilities, as well as experimental laboratory research facilities, will appear on the 3rd, 4th and 5th floors. The sixth floor will be technical.
In December 2024, the Russian government compiled a list of medical organizations that have the right to manufacture and use BTLP . In total, the list includes 18 clinics, including the B.V. Petrovsky Russian Scientific Center of Surgery.
In 2009, a large-scale reconstruction of the Russian Scientific Center of Surgery began. To carry out the work, it was necessary to reduce the number of beds, move all departments to the cardiology building and partially to the hyperbaric oxygenation building. Operational activity in thoracic surgery, esophageal surgery, stomach surgery, transplantation, biliary tract surgery, and reconstructive surgery was reduced. Despite this, the deadline for commissioning Building B was still repeatedly postponed - the last time the facility was planned to be commissioned by December 31, 2024. There is currently no information on the completion of the work.
The customer is the Single Customer in the field of construction, the general contractor is Tulaoboronstroy LLC. In 2023, the Government of the Russian Federation allowed the parties to increase the cost of work to complete the reconstruction of Building B of the Russian Scientific Scientific Center to 14.2 billion rubles. It will house an admissions department, a clinical diagnostic laboratory, medical rehabilitation and general oncology departments, as well as an educational department for students.
