In Almaty, parents of children who attended clubs and sections under the Damu bala per capita financing program said that their children were left out in the cold.
Last week, entrepreneurs expressed their opinion that the program was full of problems (see “Have we played enough?”, “Vremya” dated 18.2.2025 ). Let us recall that the NGO “Almaty Council of Entrepreneurs “Adiletti rrpaq” appealed to Almaty Akim Yerbolat DOSAEV with a complaint about the work of program operators, or more precisely, about district akimats.
Service providers have many questions, but there are no answers yet. Meanwhile, the situation, according to the chairperson of the public association Aigul NIYAZOVA, has reached its limit.
- We ask the Akimat to give permission to the developer of the Damu bala platform to open access for parents so that they can attach their children to specific clubs and sections that they have been attending for a long time. The Akimat refers to the fact that the contract with the service providers has been terminated and we all entered as new providers. Accordingly, the children will be re-attached. So open this opportunity on the platform! In January, our applications were updated, but my 150 children, like those of other providers, are still hanging in the air. Previously, everyone had a voucher, which stated which center they were attached to. Now the parent opens a voucher, the organization is not indicated in it. How then can service providers submit report cards for February if the children are not attached to their centers? How can they close the lease? - Niyazova is indignant. - The developers of the program responded that they are waiting for an official letter from the Akimat.
Not only suppliers, but also parents are in a panic.
Almaty resident Yulia IVANOVA's daughters have been attending free clubs for several years: the older one goes to dance and painting, the younger one only attends painting.
- They really like to study. All parents note that teachers promote children in every possible way, try to get them to participate in events, including international ones. We see the results, the children's eyes are shining. But an uncertain situation has developed, everyone is in a waiting mode. It is important for parents that children go to where they are used to, to their favorite teachers, coaches. In fact, no one can register, and service providers are delayed in receiving funding, which generally puts their work at risk.
In response to our request, the city akimat reported: “Since 2025, changes have been made to the mechanism of the Damu Bala program in Almaty. In particular, the term of the offer agreement has been changed (previously it was unlimited). Now, contracts with suppliers will be concluded on an annual basis. From January 15 to 21, a recruitment of suppliers of state sports and creative orders was held, from January 22 to February 4, existing and new applications were reviewed. Since the beginning of this year, the offer renewal process has been underway in Almaty. Nevertheless, all suppliers will receive payment for the services actually rendered in the period from January 1 to 21.
The voucher is issued as the contract between the supplier and the child's legal representative is concluded until the end of 2025, after which the child is connected to the system for recording actual attendance of classes - biometric identification of the individual (Face ID). Vouchers will be issued within the monthly limit on the number of children attending classes."
Maslikhat of Almaty supported financing of creative clubs and sports sections for the current year in the amount of 15.1 billion tenge. However, it is a pity that constructive dialogue with service providers, who are already shouting about their problems and the delays that have arisen, is not possible for the city authorities.
