OE2026: SNS with a deficit of 1,352 million euros in 2025, 1,134 million more than predicted.

The National Health Service (SNS) will end 2025 with a deficit of 1,352 million euros, 1,134 million more than expected, according to the explanatory note of the State Budget for 2026 (OE2026) in Health.
The Minister of Health, Ana Paula Martins, is being heard today in the Assembly of the Republic as part of the detailed review of the 2026 State Budget proposal, which foresees an expenditure of more than 17 billion euros in the area of Health.
According to the explanatory note provided by the Government regarding the hearing, the National Health Service (SNS) will present in 2025 “an estimated accumulated consolidated balance of -1,352 million euros, according to the national accounts methodology, which represents a worsening of -1,134 million euros (522.3%) compared to the initial estimate” for this year, which was a deficit of around 217 million euros.
The difference between the initial and final estimate is justified by a revenue shortfall of 562 million euros and an expenditure of 572 million euros more than initially projected.
“In 2026, the accumulated consolidated balance is estimated at -1,133 million euros, which represents an improvement of +219 million euros (16.2%) compared to the final estimate for 2025,” the Government adds.
The consolidated account of the National Health Service (SNS) is prepared from the perspective of expected income and necessary expenses, does not provide "information on assets, liabilities and net worth" and corresponds to the universe of entities of local health units, Portuguese oncology institutes, the National Institute of Medical Emergency (INEM) and the Institute for Addictive Behaviors and Dependencies (ICAD).
This universe represents approximately 95% of the budget program for Health.
