'New restrictions' on the installation of digital billboards in Lisbon

Starting this Monday, the installation of digital billboards on buildings in Lisbon is subject to "new restrictions." The goal is to combat light pollution, with continuously moving images prohibited at night.
According to a determination by the Lisbon City Council (CML), the reinforcement of limitations on the installation of digital panels in the capital involves establishing maximum levels of brightness and number of nits (a unit of measurement for the brightness of a screen) permitted.
There is also a ban on continuous motion images and the imposition of showing slow motion images between 8:00 pm and 7:00 am.
According to the Lisbon City Council, other measures include mandatory light sensors that automatically adjust light intensity and "specific restrictions on the installation of equipment in sensitive areas, safeguarding citizens' right to rest."
In a statement released this Monday, the municipality stated that the new order aims to “standardize the criteria” to be applied in assessing the compatibility of digital panels with the aesthetics of buildings and the urban landscape, as provided for in article 4 of the Advertising Regulation.
