The process of impeachment of the governor of Roraima has been stalled for a year at the Superior Electoral Court (TSE).

💡 Please note: The governor remains in office because appeals are still pending before the Superior Electoral Court (TSE). These appeals have a suspensive effect, meaning the impeachment decision cannot be enforced until the TSE, the highest court of the Electoral Court, analyzes and makes a final decision on the case. The governor's current term runs until December 31, 2026 .
For the case to return to trial, it must be scheduled by Justice Carmén Lúcia . When asked about the reason for the delay in hearing the case and whether there is a timeframe for when it will be scheduled, the TSE did not respond. The Court only provided a step-by-step guide for public consultation of the case through the Electronic Judicial Process (PJe). The Justice's office was also contacted but had not responded by the time of the last update .

On the day, reporting justice Isabel Galloti read the report. Furthermore, the prosecution and defense attorneys also presented arguments during the session. However, the trial was suspended shortly thereafter by mutual agreement of the justices .
The case was scheduled to be reviewed again on August 20, but was removed from the agenda and postponed by the Court. Since then, it has been stalled at the Superior Electoral Court (TSE) .
The last movement was recorded on June 10, 2025, by the rapporteur , after the coalition "Roraima Muito Melhor", which filed the lawsuit against the governor, demanded the resumption of the trial in the plenary.
In a summons, the minister explained that "the inclusion of the case on the agenda for judgment is the responsibility of the TSE presidency" and that there was no action to be taken by her.
When the trial resumes, the next step will be the rapporteur's vote . If there is no request for further review (more time for analysis), the justices will present their votes, and Denarium may or may not be permanently impeached.
The Electoral Prosecutor General's Office (PGE) issued a favorable opinion on all the revocations, including the one overturned by the TRE-RR . All four opinions were signed by Deputy Electoral Prosecutor General Alexandre Espinosa Bravo Barbosa.
The most recent, referring to the fourth process, was issued on April 30, 2025. In the document, Espinosa claims that there was abuse of political power by the governor in the 2022 elections, which justifies the loss of his mandate.
It is based on conduct judged in previous actions and considered serious, such as: distribution of basic food baskets in an election year, implementation of a housing improvement program also in an election year and the irregular transfer of resources to municipalities.
- 1st revocation: Distribution of basic food baskets
The first lawsuit was filed by the Avante party, through its regional office in Roraima. The Regional Electoral Court's ruling was postponed twice after a request for review.
Antonio Denarium had his mandate revoked by four votes in favor in the TRE-RR . He was also fined over R$106,000.
- 2nd revocation and cancellation at the TRE: 'Morar Melhor' Program
In this case, after the Electoral Court ruled that he would be stripped of his office, the defense appealed, alleging a divergence in the rapporteur's vote: during the procedural phase, the incumbent's substitute rapporteur voted not to impeach the governor. However, on the day of the plenary vote, the incumbent judge reversed his vote and ruled in favor of the governor's removal, and Denarium was ultimately impeached.
On March 11, 2024, when ruling on the appeal, the Regional Electoral Court (TRE) overturned this second impeachment . However, the MDB party appealed to the Superior Electoral Court (TSE). If the TSE upholds the MDB's argument, Denarium will again have his mandate revoked and will lose his position.
At the time, the Electoral Public Prosecutor's Office (MPE) advocated annulling the case. However, in April 2024, the PGE issued an opinion in favor of upholding the impeachment.
The prosecutor acknowledged that the TRE made a mistake when the trial continued with the change of reporting judges, but understood that after the appeal was accepted and the reporting judge's vote was changed, "there was no major harm to the legality" of the judicial process.
He also highlighted the gravity of the electoral crimes, which, in his view, justify the impeachment. According to the document, the "Morar Melhor" program was not authorized by specific law to be implemented in the 2022 election year, and the program was being used for promotional purposes.

At the Regional Electoral Court of Rio Grande do Norte (TRE-RR), the governor's mandate was revoked by a vote of five to two. The judges also imposed an eight-year ineligibility penalty.
The Electoral Judicial Investigation Action (AIJE)—a process used to investigate and punish abuses committed during Brazil's electoral process—was also initiated at the request of the " Roraima Muito Melhor " coalition. The lieutenant governor was also impeached in this action. Among the charges in this process are:
- Carry out renovations in the homes of voters in Roraima, through the “Morar Melhor” program, in 2022 — the election year;
- Distribution of basic food baskets in an election year;
- Transfer of R$70 million in resources to municipalities on the eve of the period prohibited by electoral law;
- Personal promotion of public agents;
- Increased spending on institutional advertising.

The fourth and most recent impeachment of the governor occurred on November 19, 2024. In addition to him, Vice-Governor Edilson Damião (Republicans) was also impeached . Both were impeached by six votes in favor and one against , for the crime of abuse of political and economic power .
The Action for Impeachment of Elective Mandate - a process used to annul the mandate of an elected politician, was filed by the coalition "Roraima Muito Melhor", which had as its opponent Antonio Denarium the former mayor of Boa Vista , Teresa Surita (MDB).
In this case, Lieutenant Governor Edilson Damião's mandate was also revoked by the Regional Electoral Court (TRE) and declared ineligible , as was the governor. Both appealed the decision to the Superior Electoral Court (TSE).

Antonio Oliverio Garcia de Almeida , known as Antonio Denarium, was born in 1964 in Anápolis , in the state of Goiás. Son of Valdivina and Olivério Almeida, he has been married to Simone Denarium for over 15 years and has three children: Carolina, Gabriel and João Antônio.
Denarium doesn't have a college degree, but claims to be an expert in finance, thanks to his years of experience in the sector. He arrived in Roraima in 1991 to become the manager of a bank branch. He then began working in the financial and agricultural sectors.
In 2018, he was elected governor of Roraima for the first time. At the time of the election, the businessman's main proposal was to boost the state's economic sector through agribusiness—a stance he maintains to this day.
Denarium was re-elected to a second term in 2022, with 163,167 votes , 56.47% of the total votes in the first round. At the time, he defeated his main opponent, former mayor of Boa Vista, Teresa Surita (MDB), and three other candidates at the polls.
In July 2025, he said in an interview with Rádio CBN Boa Vista that he will run for Federal Senator in the 2026 elections. The idea, according to him, is to continue the work he has done since taking over the state's management.
