PSD and PS approve majority of amendments to the rural lands legislation in the specialty

Parliament today approved, in its specialty, changes to the current legislation that allows rural land to be reclassified as urban land for housing construction, with most of the modifications resulting from an agreement between the PSD and PS.
As part of the parliamentary assessment of decree-law 117/2024, of December 30, which amends the Legal Framework for Territorial Management Instruments (RJIGT), making construction on rural land more flexible, amendments from the PSD, PS, Livre and IL were approved by the Committee on Economy, Public Works and Housing, and proposals from Chega and BE were rejected.
Among the main changes approved is the replacement of the concept of “moderate value” housing – used by the Government – with “affordable rental” or “at controlled costs”.
The reinstatement of the territorial criterion of “contiguity with urban land”, for the consolidation of existing urban areas, was also approved, as was the revocation of the possibility of building housing for agricultural workers outside existing urban areas.
The Social Democrats included most of the Socialist demands in their proposal, in particular the need to demonstrate the impact of land reclassification on existing infrastructure, as well as the costs of reinforcing this infrastructure.
The diploma came into force on January 29, after the resolutions to cease its validity by BE, PCP, Livre and PAN were rejected with votes against by PSD, Chega, CDS-PP, IL and a non-registered deputy, the abstention of the majority of the PS bench and votes in favor of the proponents and four socialist deputies.
The PS's abstention was ensured after the Government and the PSD accepted – to avoid revocation – the main changes imposed by the socialists, which were reduced to a speciality along with others from Chega and the social democrats, to which were also added those from BE, IL and Livre.
