Prime Minister continues to be pressed for further clarification. Chega sent ten questions about Spinumviva
After a motion of censure was rejected in Parliament , Chega insists on the need for further clarification from Luís Montenegro regarding the company Spinumviva, created in 2021 by the now Prime Minister, who ceased to be a partner when he became leader of the PSD - even though it continues to belong to his wife, with whom he is married in community of acquired assets, and to his children.
The Chega parliamentary group considers that Luís Montenegro, during the debate on the motion of censure, “ was unable to respond fully and in an enlightening manner to the questions raised” by the party, which argues that it does not want to know “about Montenegro’s business activity” “before his public political life”. “However, as a member of the Assembly of the Republic, which has been the case since the 9th to the 13th legislature, the Prime Minister owes the nation explanations , in view of good governance practices, in the name of transparency and trust in political institutions”, can be read in the document addressed to the head of Government.
In the view of the party led by André Ventura, “in order to ensure that there are no conflicts of interest or privileges of contacts, the duty to maintain confidentiality regarding the companies' clients, as well as other information of importance to the case, cannot be invoked ”, and Montenegro is accused of “opacity” that “facilitates distrust on the part of citizens in general and public opinion”.

To clarify the matter, Chega wants Luís Montenegro to answer the following questions :
- Who were and are Spinumviva's customers, from its foundation to the present date, informing their respective share in the company's turnover each year?
- Is there or has there been any business, in the form of a contract, provision of services or agreement, carried out with the Municipal Council of Espinho, Vagos, or others led by the PSD?
- Is there or has there been any business, in the form of a contract, provision of services or agreement, carried out with business groups or family holdings , whose activities depend directly on concessions. If so, when do these concessions end?
- Is there or has there been any business, in the form of a contract, provision of services or agreement, carried out with the Development Bank?
- Who was and is currently paid by this company, what functions do they actually perform and what amounts do they earn?
- After leaving the company in July 2022, whoever carried out the work of data protection consultancy, which was previously carried out by Dr. Luís Montenegro?
- Given that Spinumviva's main CAE is “other business and management consulting activities”, what type of consulting services are provided?
- Spinumviva presents relevant values in the Suppliers and External Services account. What type of services do the values in question relate to, what is their weight in the total FSE account and who are the suppliers.
- In consulting firms, the operating margin is between 15% and 35%, and can reach 40% in highly specialized firms. Why did Spinumviva have an operating margin of 35.3% in 2021, 75.3% in 2022, and 46.2% in 2023? What are the consulting services provided that are so specialized that they justify this margin?
- Given that the company does not even have a website , how did customers come to contact Spinumviva, how was the recruitment process carried out and was there any political influence involved?
During the debate on the motion of censure, the Prime Minister provided some clarifications, but the main question that remained was the identity of the clients of the family-owned company Spinumviva. In addition to Cofina, as revealed by Montenegro himself, Observador reported that the company had signed a contract with Solverde, the hotel and casino group. Now, Chega wants to know who the other clients are and more.
