After obstruction, Hugo aims for normality and the opposition presses for agendas

After the opposition's offensive with the temporary takeover of the plenary, the Chamber of Deputies faces the challenge this week of returning to normality and defining the voting agenda.
The opposition is pushing for the amnesty bill and the proposal to end privileged jurisdiction . PL leader Sóstenes Cavalcante (RJ) claims there is an informal agreement with party leaders on these issues.
"There is an agreement. The amnesty and the end of the forum will be voted on because this was an agreement between the leaders who make up the majority of the Chamber and the Senate," the congressman said in a published video.
The president of the House, Hugo Motta (Republicans-PB), declared, however, that he did not negotiate the advancement of proposals to end the occupation in the plenary . To discuss the agenda for the next few days, party leaders will have a meeting on Tuesday (12).
CNN found that the opposition movement, despite being considered exaggerated by centrist leaders , boosted the debate on proposals that affect the STF (Supreme Federal Court).
In addition to the end of the privileged forum, the so-called PEC da Blindagem, a proposed amendment to the Constitution that restricts arrests and operations against parliamentarians, should also be discussed again.
Hugo Motta told CNN that he supports initiatives that strengthen parliamentary activity . He emphasized, however, that all matters will be treated equally and must be submitted to the leadership committee.
On another front, the government's base expects priority agendas for the Executive to advance in the coming weeks. This is the case with the bill that extends the income tax (IR) exemption for those earning up to R$5,000 per month. The bill has already been approved by a special committee and awaits a vote in the plenary.
"After everything that happened this [last] week, the bad image of Parliament, voting for the exemption of income tax up to R$5,000, benefiting 20 million Brazilians, would be a great goal for Parliament, for the president of the House, it would be good for everyone," said the leader of the PT, Congressman Lindbergh Farias (RJ), to journalists.
Troubled return from recessThe return from recess in the National Congress was marked by protests over Supreme Court Justice Alexandre de Moraes' decision to order house arrest for Jair Bolsonaro (PL). Opposition senators and deputies occupied the plenary tables to obstruct the proceedings.
The demonstration began on Tuesday (5), the day scheduled for the resumption of the legislative calendar. In the Chamber, the occupation of the Board of Directors led to the cancellation of the plenary session of the House. The same occurred in the Federal Senate.
After failed attempts to dissuade the opposition, on Wednesday (6), the Presidency of the Chamber determined that the deliberative session of the plenary would take place at 8:30 pm on Wednesday (6), despite the protest of the deputies.
He also informed parliamentarians that conduct that “aims to prevent or obstruct legislative activities” would imply a precautionary suspension of the mandate for up to six months, as provided for in the House's rules of procedure.
