The website of the Government Legislation Centre has published a draft by the Minister of Health, which introduces a number of changes to LEK and LDEK. The knowledge base for questions and exam dates have been specified, and fees for the second and subsequent LEK and LDEK, as well as for submitting an application in a foreign language, have been raised.
- On Friday, May 30, the Government Legislation Centre website published a draft regulation of the Minister of Health on the Final Medical Examination (LEK) and the Final Medical-Dental Examination (LDEK).
- - The issues taken into account when developing LEK and LDEK test questions should concern the knowledge that a future doctor/dentist acquires during their studies, and not during a postgraduate internship - we read in the justification
- There are also other changes. LEK and LDEK dates can be set for any day from February 1 to February 28 and from September 1 to September 30
- Currently, the examination fees for the second and subsequent LEK/LDEK are PLN 100, and for LEK/LDEK in a foreign language PLN 340. They are to increase
- The draft regulation raises the issue taken into account when developing LEK and LDEK test questions for the program of studies preparing for the profession of a doctor and dentist, taking into account the education standard issued on the basis of art. 68 paragraph 3 point 1 of the Act of 20 July 2018 - Law on Higher Education and Science (Journal of Laws of 2024, item 1571, as amended), and not, as in the current regulation, for the program of postgraduate internship for a doctor and postgraduate internship for a dentist. From 1 December 2020, a doctor, dentist may join LEK/LDEK after completing 10 semesters of six-year uniform master's studies in the field of medicine and 8 semesters of five-year uniform master's studies in the field of medicine and dentistry, respectively, i.e. before completing a postgraduate internship. A doctor completes a postgraduate internship after completing a six-year uniform master's degree program in medicine, i.e. 12 semesters, and a dentist after completing a five-year uniform master's degree program in medicine and dentistry, i.e. 10 semesters. Therefore, the issues taken into account when developing LEK and LDEK test questions should concern the knowledge that a future doctor/dentist acquires during their studies, not during a postgraduate internship. In addition, the regulation covers fields of medicine/dentistry constituting partial internships in the postgraduate internship program, in force until 28 February 2023. The postgraduate internship program for physicians and postgraduate internships for dentists, in force from 1 March 2023, implemented by the regulation of the Minister of Health of 24 February 2023 on postgraduate internships for physicians and dentists (Journal of Laws, item 377), includes a different list of fields of medicine/dentistry constituting partial internships.
- Another change is the abandonment of the specification of the order in which LEK and LDEK are conducted. According to the current regulation, in the examination months - February and September, LDEK was conducted in the first half of the month, LEK in the second. The draft regulation has abolished these restrictions. LEK and LDEK dates can be set for any day in the period from February 1 to February 28 and from September 1 to September 30.
- In addition , the fee for submitting an application to LEK/LDEK for the second and subsequent time and for submitting an application to LEK/LDEK submitted in a foreign language has been regulated . Currently, the examination fees for the second and subsequent LEK/LDEK are PLN 100, for LEK/LDEK in a foreign language PLN 340. This draft regulation has increased these fees to PLN 250 and PLN 400, respectively. The increase in the examination fee is due to increases in the remuneration of the chairman and members of the Examination Team and the chairman and members of the committee appointed by the CEM director to consider substantive objections to the test question used during this LEK/LDEK by the LEK/LDEK candidate, as well as increases in the prices of renting examination rooms.
The total number of paid applications, both in Polish and English, for access to LEK and LDEK in two sessions of the year amounted to 17,288 (LEK Polish 14,634, LDEK Polish 1,744, LEK English 746, LDEK English 164).
The increase in the fee for submitting a notification to LEK and LDEK for the second and subsequent time and for submitting a notification to LEK and LDEK submitted in a foreign language will result in an increase in the budget revenue of PLN 2,511,300 per year . In addition, savings will be made as a result of the resignation from issuing LEK and LDEK certificates and the introduction of electronic certificates of LEK and LDEK results - they will amount to approx. PLN 250,000 per year.
The remaining changes are editorial in nature. The regulation will enter into force on 1 September 2025.
