People with disabilities can count on PFRON funding for things like cars. Funding of up to 80% is available, but it all depends on the price and type of car adaptation.
As Infor points out, the Active Local Government program is PFRON's most important instrument. Module I is divided into five areas, including:
Area A – removal of transport barriers
- Adaptation of a car for a disabled person – a maximum of PLN 73,500 for the conversion and equipment of the vehicle.
- Obtaining a category B driving license – up to PLN 5,544 for the course and medical examination (PLN 2,426 for a category B course, PLN 4,043 for other categories, PLN 924 for the costs of an exam outside the place of residence and PLN 578 for a sign language interpreter).
The Independence – Activity – Mobility program makes it easier for people with disabilities to use, among other things, a car, an apartment and independent living.
As Infor notes, PFRON covers part of the cost of a car adapted to the needs of a wheelchair-bound driver or passenger. However, the funding thresholds depend on the price and type of adaptation:
For cars adapted to be driven by a disabled person:
- 80% of value up to PLN 150,000,
- 50% of parts between PLN 150,000 and PLN 250,000,
- 30 percent of parts 250,000–300,000 PLN;
- above PLN 300,000 there is no subsidy (at a price of PLN 300,000, this gives a total subsidy of approximately PLN 185,000 – explains Infor).
For cars adapted to accommodate a disabled person as a passenger:
- 85% of value up to PLN 130,000,
- 50% of parts 130,000–200,000 PLN,
- 30% of parts 200,000–230,000 PLN (for a car costing 230,000 PLN, the subsidy will be approximately 154,500 PLN).
The most important condition is having a significant degree of disability and the inability to transfer from a wheelchair to a car seat.
Subsidies from PFRON. Requirements must be met.PFRON lists very specific conditions that entitle you to receive support:
- Applications are submitted only electronically in the Support Service System (SOW);
- it is necessary to submit a new application in the SOW system - it is not possible to use applications from previous recruitment rounds;
- It is also necessary to attach a medical certificate issued by a specialist in orthopedics, rehabilitation, or neurology. The medical certificate should be issued no earlier than 120 days before the date of application submission;
- After the deadline for submitting applications in a given recruitment round, each PFRON Branch creates a ranking list of submitted applications, arranged according to the sum of the number of points for meeting individual criteria.
The scoring criteria are as follows:
- disabled persons aged 4 to 65 – 2 points;
- disabled people aged 65 and over – 1 point;
- disabled persons up to 4 years of age – 1 point;
- there are at least two disabled people in the same household who meet the conditions for participation in the program and the car will be adapted to their traveling together – 1 point;
- Individuals over 65 years of age will also receive 1 point if they are economically active. In such a case, they must declare that they have been employed for a period of no less than 12 months, that the employment began at least six months before submitting the application, and that they have not been on unpaid leave during that period. A similar declaration must also be submitted by individuals running a business.
If more than one application receives the same number of points, applications with the same number of points are arranged in the ranking list in the order in which the applications were submitted.
As PFRON informs, "funding is awarded after the application is approved, in accordance with the order of the ranking list until the pool of funds at the disposal of a given PFRON branch is exhausted."
