The future of the hospital in Lubliniec is uncertain. The facility's debt has already exceeded PLN 75 million.

The largest players in the medical market are interested in leasing the district hospital in Lubliniec, Silesian Voivodeship. Bids will open this coming Monday, August 25th. At stake are tens of millions of zlotys and the fate of 75,000 residents of the Lubliniec district.
The Independent Public Healthcare Center in Lubliniec is grappling with a serious financial crisis – its debt has already exceeded PLN 75 million. The district authorities face a difficult choice: lease the hospital or close it down.
"Interest in our tender is significantly greater than the first time. I've spoken with major healthcare providers, although ultimately, not all will likely participate. The barrier is that only bidders who provide healthcare services within the basic hospital healthcare system, i.e., the so-called hospital network, can participate in the tender," emphasizes Gabriel Dors, director of the Independent Public Healthcare Complex in Lubliniec (Silesian Voivodeship).
The hospital in Lubliniec provides services in the general surgery, internal medicine, pediatrics, neonatal, anesthesiology, and intensive care departments, as well as an emergency room. An obstetrics and gynecology department is also open, but obstetrics services are suspended.
Restrictions also affected neonatal care and surgery. This is one symptom of the difficulties facing the entire facility. By the end of May, its debts exceeded PLN 75 million. Lease or close the facility – this was the dilemma facing Lubliniec County councilors.
The first lease tender, however, ended inconclusively, as the facility received no bids. In June, councilors passed a new, amended resolution announcing another tender for the lease of properties owned by the Lubliniec County, transferred for free use to the Independent Public Healthcare Complex in Lubliniec for a 30-year term, and for the lease of medical equipment and supplies for a 10-year term.
However, there are several important conditions. These include not only membership in a hospital network or a million-dollar deposit. Entities that can participate in the tender must present a bank certificate confirming that they have PLN 45 million in their bank account, which is intended to guarantee the proper execution of hospital tasks.
The minimum monthly starting rent for the property was set at PLN 309,000, and the minimum monthly starting rent for the assets was PLN 63,400 (including VAT). Crucially, however, the bidder must pay ten times the annual rent within 14 days of the lease coming into effect, towards future liabilities. The councilors also assumed that the bidder would take over approximately 150 hospital employees.
The public portion of the tender will include the opening of the envelopes this coming Monday, August 25th, and the confidential portion will encompass negotiations. The transfer of rights and obligations under the contract will be made pursuant to an assignment agreement concluded between the SPZOZ in Lubliniec and the winning bidder, after obtaining the consent of the Silesian Voivodeship Branch of the National Health Fund in Katowice.
