PLN 14 billion is missing for patient treatment in 2025. Appeal to Donald Tusk to save the National Health Fund

Representatives of hospitals, local governments, medical and pharmaceutical organizations have appealed to Prime Minister Donald Tusk to urgently secure funds for treating patients in the public healthcare system. According to Ministry of Health forecasts, the National Health Fund (NFZ) will face a shortfall of PLN 14 billion in 2025, and a further PLN 23 billion the following year. Signatories of the appeal warn that a lack of this funding will mean the closure of departments and limited access to services for patients.
The signatories of the letter to the head of government emphasize that quick and decisive action is necessary to secure the budget for patient treatment.
A shortfall of PLN 14 billion in 2025 alone will result in limited access to services for patients, the closure of hospital wards and the collapse of the entire system, we read in the appeal.
The authors demand that Prime Minister Donald Tusk directly supervise the process of ensuring the financial stability of healthcare.
The letter was signed by representatives of key healthcare communities. Among them were Waldemar Malinowski , President of the National Association of District Hospital Employers; Mariola Łodzińska , President of the Supreme Council of Nurses and Midwives; Agnieszka Stępień , President of the National Council of Physiotherapists; Monika Pintal-Ślimak , President of the National Council of Laboratory Diagnosticians; and Alina Górecka , Vice President of the Supreme Pharmaceutical Council. The appeal was also supported by local government officials, including Bartosz Kulczakiewicz from the Warsaw City Hall, and representatives of hospital associations and healthcare managers.

She emphasized that "without a budget subsidy, it is impossible to find the missing funds." The situation is complicated by the so-called salary raise law, which automatically raises the minimum wage for healthcare workers on July 1st each year, generating additional costs.
In September, National Health Fund (NFZ) President Filip Nowak announced that the planned budget subsidy for 2025 had increased from PLN 18.3 billion to approximately PLN 27 billion, and the total funds in the NFZ financial plan had been increased by PLN 13 billion. However, the Ministry of Finance did not approve the plan for next year, deeming it to fail to take into account real costs, including rising wages and inflation.
The signatories of the letter to the Prime Minister emphasize that the health security of Poles is at stake. They expect the government to quickly identify specific solutions to avoid systemic collapse and a deterioration in the availability of services.
Securing financial resources to guarantee the health security of Poles is an absolute priority today, the authors of the document appeal.
