Benefits, reliefs and entitlements for the 1st group of disability certificate LIST

According to the Act on Vocational and Social Rehabilitation and Employment of Disabled Persons, there are three degrees of disability. The following are distinguished:

• considerable,
• moderate,
• light.

A significant degree of disability includes a person whose body functions are impaired:

• unable to take up employment,
• capable of performing employment in a sheltered workshop or in a vocational activation facility, requiring constant or long-term care or assistance from another person in order to perform social roles due to the significantly limited possibility of independent existence.

Among the numerous rights, people with a significant degree of disability can benefit from, among others:

• subsidies for renting a flat or house,
• subsidies for purchasing a flat without architectural barriers,
• co-financing the purchase of a passenger car,
• car equipment,
• assistance in obtaining a driving license;
• assistance in purchasing electronic equipment or its components and software;
• assistance in maintaining the technical efficiency of your electronic equipment;
• assistance in purchasing an electric wheelchair;
• assistance in maintaining the technical efficiency of your electric scooter or wheelchair;
• assistance in purchasing and maintaining the technical efficiency of a prosthetic limb;
• assistance in purchasing an electric mobility scooter or electrical accessories for a manual wheelchair;
• assistance in maintaining professional activity by providing care for a dependent person;
• assistance in continuing rehabilitation in the form of home ventilation;
• assistance in obtaining a higher education;
• training organized by the PUP;
• rehabilitation stays;
• specialized transport,
• tax relief, transport discounts, exemptions from radio and television fees;
• social pension – for people who are unable to work due to their health condition. It is granted permanently, when the total incapacity for work is permanent, or for a specified period, when the incapacity for work is periodic. From 1 March 2025, the amount of the lowest social pension is PLN 1,878.91 ,
• care allowance - is available to people who are entitled to a retirement or disability pension, if the person has been deemed to be completely incapable of work and independent living. It is also available to all people who are over 75 years of age. From 1 March 2025, the care allowance amounts to PLN 348.22 ,
• salary subsidies - currently the subsidy for a full-time job is PLN 2,760 - for employees with a significant degree of disability. For people with diagnosed mental illnesses, mental retardation, pervasive developmental disorders, epilepsy and the blind, these amounts are increased by PLN 1,380 ,
• care allowance from MOPS - is intended to partially cover expenses resulting from the need to provide care and assistance to another person due to the inability to live independently, municipalities grant a care allowance. In 2025, the amount of the care allowance is PLN 215.84 per month . Disabled children and people over 75 years of age can apply for the allowance;
• care benefit - is granted to disabled persons up to the age of 18 who hold a certificate of significant disability or a certificate of disability together with the indications: the need for constant or long-term care or assistance from another person due to the significantly limited possibility of independent existence and the need for constant daily participation of the child's guardian in the process of his/her treatment, rehabilitation and education,
• rehabilitation relief – it can be used by both disabled people and people supporting a disabled person if they incur expenses for rehabilitation or expenses related to facilitating the performance of life activities,
• parking card - people with a moderate degree of disability may receive it if they have equally limited ability to move independently and the cause of the disability is marked with the symbol:

04-O (diseases of the eye)

05-R (motor impairment)

10-N (neurological disease)

07-S (respiratory and circulatory system diseases).
