A Blue Envelope on a Dirt Road? He Found a Surprising Solution

A Bydgoszcz resident has filed a complaint with the Commissioner for Human Rights regarding the lack of parking in front of his disabled son's home. Although the property is located on a dirt road, the resident believes it could be used as a blue envelope.

The Commissioner for Human Rights is intervening in a matter concerning a parking space for a disabled person living on a dirt road. There is no designated parking space for such a vehicle, and no road reconstruction is currently planned.
In a complaint to the Human Rights Ombudsman, a Bydgoszcz resident pointed out that the dirt road surface near his home prevents the road's administrator from designating a parking space for a disabled person's vehicle. His son is severely disabled and unable to live independently. Therefore, he uses a car adapted to transport people with disabilities, for which he received funding from the State Fund for the Rehabilitation of Disabled Persons (PFRON ).
Due to its large size, the vehicle cannot be garaged, as it doesn't fit. The lack of a designated parking space means that my son's car must be parked on the property in a location that is difficult to exit and blocks traffic.
The road described has not been qualified for the 2023-2026 dirt road hardening program.
Until the entire street surface is replaced, the applicant requests that paving stones be laid on a small section of the street near his house to create a parking space, known as a blue envelope . This would allow for parking in the roadway. Currently, such parking is impossible or difficult due to the presence of car dealerships, food truck trailers, and numerous neighbors' cars.
Piotr Mierzejewski, Director of the Administrative and Commercial Law Team at the Bydgoszcz Roads and Public Transport Authority, requests that the Director of the Bydgoszcz Municipal Roads and Public Transport Authority investigate the matter and advise whether the road authority is able to implement the request to designate a parking space in the indicated location. The purpose is to provide the applicant's son with assistance in terms of personal mobility, understood as freedom of movement using appropriate means of transport.
