100,000 PLN for a third child. PiS fights for voters.

The Law and Justice party's two-day programmatic congress begins on Friday in Katowice. On Saturday, Civic Coalition (KO) plans a unification congress in Warsaw with smaller coalition partners Nowoczesna and Inicjatywa Polska.
According to money.pl, the PiS congress will feature 20 plenary sessions and over 100 panels. The event is expected to be primarily mobilizing.
"We're not counting on great success. But if the army isn't working, it's falling apart," a PiS politician tells money.pl.
Conversations with representatives of both parties indicate that we should not expect such spectacular fiscal proposals comparable to those from 2015 or 2023.
"This won't be a race for grand programmatic proposals; it's more about regrouping and closing a certain stage. With PiS, it will be more of a battle over who can generate more hashtags or sell more media-friendly bon mots over the weekend," admits the Civic Coalition politician.
PiS representatives echo this sentiment. They admit there won't be any fireworks, as research shows the public has no appetite for further handouts, and there's growing concern about the state of public finances. A large deficit and rapidly growing debt could be a significant burden for the party that wins the election, forcing it to tighten its budget.
Carousel of ideas- The new ruling team, which will take over in 2027, must be aware that the macro-fiscal and economic situation will be worse than the current one - we can read in the PiS document for the next congress.
Money.pl analyzed a 500-plus-page document prepared for the PiS congress, titled "Thinking Poland." The proposals contained therein could be considered as potential additions to the party's electoral promises.
Here are the most interesting of them:
- Presidential or Chancelloral System
The party calls, among other things, for "clearly clarifying the system of sources of universally binding law," as the case law of European courts is causing confusion in the national legal order. As money.pl writes, it can be assumed that this is a harbinger of a move to legally weaken the case law of the CJEU and the ECtHR in relation to national regulations.
The publication also talks about a "constitutional reset" and ending the "farce" of the non-recognition by some judicial and political circles of institutions such as the National Council of the Judiciary, the Supreme Court or the Constitutional Tribunal, as well as ending the division of judges into "neo" and "paleo-judges".
Systemically, PiS also advocates for a shift away from Poland's current system of governance towards a more classic presidential or chancelloral system . It wants to clearly define the functions and powers of the executive branch, primarily in the areas of defense and international policy.
"The most serious barrier to the development of housing today is the lack of available land. Therefore, we must create efficient and transparent procedures for reclassifying land as agricultural land, and also enable cities to enter into agreements with surrounding rural municipalities," says Jakub Banaszek, the mayor of Chełm, affiliated with PiS.
He writes about "decentralization of housing construction through real support for local governments, social housing associations and local initiatives."
There is also an idea to equalize the taxation of profits from real estate rental with the capital gains tax rate (e.g. from investments in the development of Polish enterprises listed on the Stock Exchange).
- Fixed rate loans for 20-30 years
PiS is also proposing easier mortgage financing, including down payment guarantees provided by BGK, which could be repaid through rent and, in certain situations (e.g., upon the birth of another child), partially forgiven. The idea of introducing long-term mortgages to the Polish market, with fixed rates for 20 or even 30 years, is also being floated.
It is also considering seeking funds for social housing by issuing debt through a special BGK fund.
- A voucher worth PLN 100,000 for the birth of a third child
The document also mentions changes to the 800+ program, including the progression of the benefit depending on the number of children and its annual indexation, and an increase in the parental benefit and maternity benefit for those insured in the Agricultural Social Insurance Fund (KRUS) to the level of the minimum wage.
Bartosz Marczuk, former deputy minister of labor in the PiS government, has an idea for a housing voucher of up to PLN 100,000 for the birth of a third child and PLN 40,000 for the first child , as well as a free lunch program in primary schools.
