The contractor for the Złocieniec bypass has been selected

In the tender for the design and construction of the Złocieniec bypass along national road no. 20, the offer of the PORR company was selected. It declared the execution of the task for PLN 141.4 million, the General Directorate for National Roads and Motorways announced on Monday.
"The remaining seven bidders have 10 days to appeal to the National Chamber of Appeal. Before signing the contract with the contractor, a standard prior inspection by the President of the Public Procurement Office must take place," said Mateusz Grzeszczuk, spokesman for the Szczecin branch of the General Directorate for National Roads and Motorways.
The main criterion for selecting the offer was price (60%). The lowest was offered by PORR SA. The selection was also influenced by the extension of the guarantee for bridge structures (30%) and for power supply installations and support structures (10%).
The contractor, as Grzeszczuk said, will have 10 months to develop a construction design and 20 months - excluding winter - to complete the task. Before starting construction work, it will be required to obtain a decision on a permit for the implementation of a road investment (ZRID).
The investment is to be completed in 2029.
"The new route along DK20, 7.8 km long, will bypass the city from the south and the town of Rzęśnica located to the west of it. It will be a single-carriageway GP class road," Grzeszczuk informed.
He indicated that the road from the west will start at a roundabout before the town of Rzęśnica. Then, after about 200 m, it will pass over a viaduct under railway line no. 210 and after another 600 m, it will cross the county road to the town of Kosobudy over a viaduct. Then, for about 2 km, the route will run through fields and then a forest.
"A crossroads is planned at the intersection with Żeromskiego Street, another one will be at the intersection with Mirosławiecka Street. Then the bypass will change its course to the north-east, leaving the forest area," Grzeszczuk informed.
Then the route will use viaducts to cross Piaskowa Street, railway line no. 410, and a bridge to cross railway line no. 210 and the Wąsawa River. It will then run west of the former landfill to join the DK20 route near the existing petrol station and the intersection with the road to Budowa (Czwartaków Street).
Grzeszczuk noted that the bypass will remove transit traffic from Złocieniec along national road no. 20. In addition, noise and traffic intensity in Złocieniec and Rzęśnica, located in the immediate vicinity of the city, will be reduced.
In the West Pomeranian Voivodeship, the "Programme for the construction of 100 bypasses for 2020-2030" includes nine road investments, including the one in Złocieniec.
In December 2024, the Gryfino bypass along the DK31 was opened, and in April this year, the Szczecinek bypass along the DK20. Construction of the Sweden bypass began in the spring.
The Rusinów and Wałcz bypasses on DK22 and Stargard on DK20 are at the stage of obtaining ZRID decisions. In turn, a contractor has been selected in the tender for the construction of the Kołbaskowo bypass along DK13. "The only thing missing to sign the contract is the completion of the standard prior inspection by the President of the Public Procurement Office. The investment will be implemented together with the second stage of the Przecław and Warzymice bypass," Grzeszczuk said.
However, for the Człopa bypass along the DK22 road, due to the court decision, it is required to obtain a new environmental decision.
