By 1 January 2027, the property owner or manager must replace older heat meters, heating cost allocators and domestic hot water meters - installed before 22 May 2021 - with new devices. New heating, cooling and domestic hot water meters and allocators should enable remote reading.

Buildings in which the cost of replacing the heat and water meter would be unprofitable are exempt from the obligation to replace meters.

How much will it cost to replace meters with remote ones?

Replacing meters with remote ones is free for property owners . This means that no bills are issued for this service . However, the cost is incurred in the bills for the so-called fixed costs.

In 2021, the costs of replacing measuring devices with models with remote reading were estimated at around PLN 320 million by 2027. Of course, older measuring devices, without remote reading, would sooner or later require replacement. However, it can be assumed that the authorities of some housing communities and cooperatives will try to finance the replacement of measuring devices from the renovation fund - writes on the Bankier.pl portal

However, much depends, for example , on whether the community has adopted a resolution to recognize the measuring devices as part of the common property - Bankier.pl emphasizes

Property owners face penalties for failing to replace meters with remote ones

Penalties are foreseen for failure to install remote meters in buildings by 2027.

The legislator provides for a fine of up to PLN 10,000 and even arrest and restriction of liberty.
