Investments, plans, and real actions. We're heading in the right direction – Krasiczyn Commune's showcase

Mr. Krzysztof Dobrowolski, a native of the Krasiczyn commune, has been actively involved in the life of the local community for many years, first as a councilor on the Commune Council and then as the commune's mayor, elected in the local elections in May 2024. Since taking office, he has consistently focused on key initiatives that shape the life of the local community. Responsible for implementing the development strategy, managing finances, and solving residents' everyday problems, his work has focused on improving the quality of life of residents through infrastructure investments, education, culture, and safety within the commune.
The tasks were implemented based on the budget for 2024 adopted at the end of 2023, which amounted to:
As part of the investment last year, the following tasks were completed:
1. Reconstruction of the internal road in the town of Tarnawce.
2. Reconstruction of internal roads "Zalesie przy szosie".
3. Reconstruction of internal roads – Rokszyce-Helicha.
4. Reconstruction of internal roads – Brylińce-Cisowa.
5. Reconstruction of roads in the Krasiczyn – Zalesie commune.
6. Reconstruction of roads in the Krasiczyn – Śliwnica commune.
7. Reconstruction of roads in the Krasiczyn – Rokszyce commune.
8. Replacement of street lighting fixtures in the Krasiczyn commune.
Additionally, funds secured in the budget were used to paint the premises at the Primary School in Krasiczyn and install a biological wastewater treatment plant in Mielnów. Also noteworthy is the investment in replacing street lighting fixtures throughout the municipality and the construction of a street lighting line between Olszany and Zalesie. At the same time, street lighting is planned for Krasiczyn, Prałkowce on the "Długie" road, and the expansion of lighting in Chołowice, Dybawka, and Śliwnica.
Last year, the Volunteer Fire Department building was modernized, with the electrical system in the garage and carports replaced. These improvements improved the safety and functionality of the facility. Renovation of the Volunteer Fire Department hall in Krasiczyn is also planned and will be completed soon.
In 2024, the commune received funding from the Marshal's Office of the Podkarpackie Voivodeship in the amount of PLN 76,000.00 for the construction and modernization of an access road to agricultural land in Rokszyce, and this year PLN 125,000 for the construction of an access road to agricultural land in Śliwnica.
In August of this year, the commune's mayor signed a contract to modernize 19 road sections within the commune, which will be co-financed by the Government's North-Eastern Border Areas Development Program. The total length of the roads is over 2,500 meters.
Currently, significant projects are underway, including the construction of a water pipeline in Korytniki and a sewer system in the towns of Olszany and Rokszyce. These projects are currently in the process of developing documentation and obtaining a decision on the location of the public investment.
Among the many initiatives undertaken by Mayor Krzysztof Dobrowolski, the implementation of the e-Office system is particularly noteworthy. Thanks to the tender process and its successful implementation, residents of the Krasiczyn commune will have access to a modern tool for handling official matters without leaving home. The e-Office system is a step towards digitizing administration and improving the quality of citizen service. Residents will be able to handle matters related to spatial planning, municipal utilities, and water management, as well as submit applications and handle tax and cemetery matters. This solution is particularly important for busy people, seniors, and those working and living outside the commune, who will soon be able to access official services remotely.
In 2024, the commune began developing a general project and began developing a Monument Protection Program, the aim of which is to preserve cultural heritage, renovate and protect historic buildings, and enhance the historical and aesthetic values of the Krasiczyn commune.
In order to set goals and directions for socio-economic development, work began on developing documentation for the Commune Strategy.
It's worth mentioning that steps have been taken to develop a diagnosis of crisis factors and phenomena, the scale and nature of revitalization needs within the commune, and to designate degraded areas and revitalization areas. This document will serve as the basis for developing a municipal revitalization program.
A tender was also announced for the development of cost estimate and design documentation for the construction of a bicycle path along the national road on the Prałkowce – Dybawka route as part of the Integrated Territorial Investments of the Functional Urban Area.
From the funds secured this year for emergency tasks, a tractor with a mower and a snowplow were purchased, which will significantly support the work of municipal services, enabling more efficient performance of work related to the maintenance of green areas and winter road maintenance.
Investment projects are also being implemented using funds allocated to the village fund. In 2024, expenditures within the village fund amounted to PLN 398,013.68. This year, PLN 418,633.30 was budgeted for the village fund. Thanks to these funds, the façade of the community center in Brylińce was renovated and the ceiling of the community center in Rokszyce will be insulated. Contracts have been signed with contractors for this work. Recently, funds co-financed by the village fund enabled the construction of a functional stage with a roof in Olszany.
The first event organized under its roof was the long-awaited Municipal Family Picnic in Olszany on June 21st of this year.
In the near future, a tourist shelter with a bonfire area will be built in the town of Krasiczyn, providing a safe haven for tourists and residents to spend their free time outdoors.
Since last year, residents have been able to apply for a resident card, which entitles them to free visits to the park and castle area in Krasiczyn.
Another important task, already in its final stages, is the construction of paths at the cemetery in Śliwnica, along with repairs to the fence. Documentation for the construction of a parking lot next to the church in Korytniki is currently being prepared.
Krzysztof Dobrowolski, Mayor of Krasiczyn Commune, is acutely aware that effective municipal governance requires not only vision and determination but also close collaboration with those closest to the residents. Therefore, he actively participates in village meetings organized by the village heads, allowing him to engage directly with residents and better understand their needs and expectations. These meetings support sound decision-making and strengthen the local community. Therefore, the mayor greatly values collaboration with the village heads, as they are the leaders of local communities and serve as his "eyes and ears" in the field.
The mayor's work involves not only consistently implementing infrastructure investments that improve quality of life, but above all, building a community based on dialogue and mutual understanding. While road repairs, lighting modernization, and planning new transportation routes are visible symbols of progress, the heart of the municipality's work always remains the individual. Therefore, they not only participate in cultural events and local meetings with commitment, but also organize them.
His involvement in local life events was evident in the organisation of the Krasiczyn Commune Festival in 2024, which was honoured by the presence of MP Marek Kuchciński, Starosta of Przemyśl Bożena Ryczan and other well-known personalities.
For the first time in the history of the commune, Independence Day was celebrated with a concert of patriotic songs in the castle.
Another event worth mentioning was the celebration of the golden wedding anniversary of married couples, as well as a joint campaign with Caritas to distribute Christmas gifts to the most needy residents.
For the first time in the history of the commune, last year a Christmas nativity scene was organised in the centre of Krasiczyn, where festive decorations were displayed to put residents and visitors in the holiday spirit and remind them of the spiritual significance of Christmas.
A municipal women's day was also organised, with numerous women from the commune taking part.
The event that brought together many residents of the commune and numerous delegations and guests representing various institutions and circles was a patriotic ceremony in Tarnawce commemorating the heroic stance of the Kurpiel family; the participation of the mayor in such events is not so much an obligation to co-organize, but a natural form of contact with people.
It is in direct conversations, often at a shared table, on the pitch or next to the stage, that he has the opportunity to learn about the real needs of the community's inhabitants, their concerns, dreams and ideas.
This approach gives local politics a human dimension. The mayor not only governs from behind a desk, but also co-creates, listens, and works hand in hand with residents. For him, the development of the municipality is not just about hard investments, but above all, building relationships based on mutual respect and trust. Because a strong municipality is one that grows not only in numbers but in people.
The mayor is concerned about the decline in the municipality's population observed in recent years. He views this phenomenon, although affecting many rural municipalities, not only as a statistical trend but also as a real challenge that requires concrete, long-term action. Therefore, many of his initiatives are aimed at increasing the municipality's attractiveness to both current residents and those who might consider settling here. Investments in road infrastructure, improved public transportation, expanded street lighting, and planned bicycle paths are not just about modernizing the area; they also create conditions for a comfortable, safe, and active lifestyle.
Tangible proof that Mayor Krzysztof Dobrowolski's actions are responding to the real needs and expectations of residents was the unanimous granting of discharge to him for 2024 by the Krasiczyn Commune Council. This expression of support not only confirms the proper execution of the budget but, above all, demonstrates the trust that councilors – as representatives of the local community – have placed in the mayor during his first months in office. The discharge is not only a formal assessment of financial management but also a symbolic expression of approval for the direction the municipality is heading. It demonstrates that the management approach, openness to dialogue, real investments, and concern for people – from infrastructure to social life – are recognized not only in documents but, above all, in the hearts and eyes of residents.
