At the beginning of May, the PSOE and Sumar government has still not been able to present a draft State Budget for 2025. This week, the Ministry of Economy sent the European authorities an updated macroeconomic framework, in which it maintains its forecast of a 2.6% increase in GDP throughout the year despite the impact of Donald Trump's tariffs. However, it was unable to accompany this with an adequate budgetary plan for the paradigm shift generated by the return of protectionism in the United States.
Although Pedro Sánchez insists that they are negotiating the parliamentary support required to pass the budget, spokespersons for several of the groups supporting him in power deny this. At the same time, the resort to accounting maneuvers such as reallocating funds from underutilized items or using savings from debt interest to meet international commitments, such as increasing defense spending, without submitting it to a vote in the Congress of Deputies due to his allies' refusal to vote in favor, demonstrate a clear inability to govern without employing mechanisms reserved for exceptional situations, not for ordinary matters.
