Nuevo León projects programmable spending in the PPEF of 238.5 billion pesos

Monterrey, Nuevo León. Governor Samuel García stated that Nuevo León is the fourth state to receive the most funds from the 2026 Federal Expenditure Budget (PPEF). According to data from the Ministry of Finance and Public Credit's economic package, programmable spending is estimated at 238.5 billion pesos, representing an 8.47% increase compared to the 2025 PPEF.
"We are pleased with the proposed Federal Expenditure Budget because we are not a Morena state, and we are the fourth state to receive the most money compared to last year. This is a great sign that Nuevo León was one of the most benefited," the president commented in a brief press conference following the opening of the 2025 Real Estate Summit.
Total programmable expenditures for the 2026 PPEF amount to 7.1 trillion pesos, representing a 5% increase over the amount approved in 2025. Mexico City accounts for the largest share, with 3 trillion pesos, equivalent to an 11.6% increase compared to the previous year. It is followed by the State of Mexico, with 328.9 billion pesos and an 8.93% increase, and Veracruz, with 321.4 billion pesos and an increase of 15.07%.
Programmable spending is intended to provide public goods and services to the population, with specific objectives defined during budget preparation, according to the Center for Economic and Budgetary Research (CIEP).
Nuevo León is estimated to have a Federal Participatory Tax Collection of 448 billion pesos, a 9% increase compared to 2025.
Contributions and Participations
The states that will receive the largest contributions are: State of Mexico, Veracruz, and Chiapas. Nuevo León is considering an allocation of 36 billion pesos, a 6.4% increase compared to the 2025 PPEF.
The contributions correspond to programmable or earmarked spending, such as education, health, social infrastructure, security, and financial strengthening.
According to data from the CIEP, contributions to federal and municipal entities amount to 1.5 billion pesos, representing a 4.9% increase compared to the previous year.
In Nuevo León, an allocation for participations is projected at 58.22 billion pesos. This amount represents a 7.36% increase compared to the previous year's budget.
The shares correspond to non-programmable expenditure, or Freely Available Income (ILD).
Greater resources for the Northern TrainGovernor Samuel García commented: "In terms of public works, I was also pleasantly surprised to find that the Northern Train, as we've called it, --which runs from Saltillo to Nuevo Laredo, but 90% of it is in Nuevo León--, practically from the moment you enter García to Nuevo Laredo, that train is going to be operated and built in Nuevo León. The cost is not 87 billion pesos, but 110 billion pesos. It will be the largest federal public works project built in the state."
In investment projects allocated by the Ministry of Infrastructure, Communications, and Transportation (SICT), a federal investment of 14.386 billion pesos is projected for the railway system connecting Saltillo with Nuevo Laredo.
The total investment projects allocated to Nuevo León would amount to 15.4 billion pesos, including projects for the ISSSTE and IMSS.
García Sepúlveda commented that this Thursday, September 11, he would have a meeting with the Secretary of Finance and Treasurer General of the state "to begin preparing the state budget. We have until November 20, and we'll wait for the PPEF to be approved and for there to be no changes, and then we'll finish adjusting the state budget."
He assured that there will be no new taxes or increases in fees and that all public works will be completed, including metro lines 4 and 6.
